Wage and Investment Customer Assistance, Relationship and Education

The following are the duties of this position at the full working level.

• Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships.
  
  Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards

• Conducts studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.

• Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles.
  
  Coordinates activities to plan and resolve unusual or controversial issues regarding marketing/promotional ideas. Coordinates with area and headquarter offices on marketing program development and implementation. Provides support to product development.

• Works with management to measure the effectiveness of IRS programs, products, and services by analyzing and evaluating historical, statistical, and demographic data. Convenes/ conducts focus groups and approved surveys to develop or design new strategies or revise existing ones.
  
  Works with partners to utilize relevant data to develop marketing and implementation strategies. Reviews and analyzes survey data to recommend improvements to existing products and services.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-11 Level:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience with the development and promotion of materials and services to customers or internal/external stakeholders, through the planning and implementation of marketing and communication plans, to inform and educate customers, taxpayers, and/or partners on various matters; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products.

OR

PH.D. or equivalent doctoral degree in a related field of study.

OR

Three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university.

OR

LL.M. if related

OR

A combination of qualifying graduate education and experience as described above.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.

To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

• This is a bargaining unit position.

• Tour of Duty: Day Shift 8:00am to 4:30pm

• Alternative work schedule, staggered work hours or telework may be available.

• In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
