General Responsibilities
Responsible for the purchase of supplies, materials, equipment and services necessary for the operation of the Board's system in compliance with bid laws and other regulations. Manage the Purchasing department, Minority/HUBE) department, Maintenance department, Warehouse inventory department, Transportation vehicle repair department.
Essential Job Functions
Direct operation of Purchasing to ensure all materials, equipment, service and supplies are ordered and delivered.
Develop organizations procurement policies and procedures, teach procurement classes and Alabama State Bid Law to help potential suppliers to qualify for future consideration.
Direct the development of formal and informal bids, Request for bid (RFBS), Request for Quote/Qualification (RFQs) Request for Information (RFIs) Request for Proposal (RFOs) Bid goods and services to meet Alabama State Bid Law, ensure all applicable legal and contractual provisions are met.
Direct and participate in the solicitation, evaluation and award of bids; conduct pre-bids meeting negotiate contracts, prepare specification, approve requisitions/purchase orders.
Establish and administer purchasing standards and procedures that meet all applicable legal requirements.
Plan, organize, control, manage and evaluate the work of the Purchasing Division, Develop and monitor performance of staff, Establish and monitor budget.
Manage the Purchasing department which includes Building maintenance, Warehouse inventory, Minority vendor (HUBE) Transportation vehicle repair.
Coordinate with all departments to ensure that requisitions are prepared far enough in advance to allow the purchasing department to secure competitive prices and best materials at the lowest cost.

Review requisitions to determine correctness as to quantity, description, etc. and that authorized signatures are affixed.
Advertise for bids and award bids in accordance with Board policy and Alabama bid laws on any applicable regulations.
Approve purchasing requisitions, monitor department budgets and report variances as required.
Oversee the main campus building maintenance, parking lot, lawn and grounds, build cleaning, physical structures, utilities gas, electric, water sewer, monitoring budget.
Responsible to monitor the company's transportation vehicle repairs, ordering of gas and diesel and warehouse inventory control.
Minority vendor (HUBE) program by working with the board to establish and execute on strategy that will increase participation. This includes attendance of conferences and seminars, meeting with vendors, preparing reports, monitoring budget and providing reports to the Board as requested.
Make decisions regarding open orders (i.e. price changes, changes in specifications, substitutions) due to bad delivery or lack of availability.
Responsible to handle a large amount of correspondence and telephone calls, interdepartmental and external (i.e. vendors, carriers, etc.) regarding purchase orders, requisitions, invoices and credits, shortage and damage reports, warranty claims and other problems or transactions connected with purchasing.
Evaluate suppliers, interview vendors, analyze price proposals, negotiate contracts, meet with staff and vendors. Able to maintain and review records, plan and coordinate work for staff and vendors.

Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, and expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc.

Education
Bachelor's Degree in Business or related field required.
Experience
Ten (10) years of purchasing experience required. Familiarity with state bid laws required. Must have strong verbal and written communication skills. Must have knowledge and understanding of the Alabama State Bid Law. Must have strong verbal and written communication skills. Must understand (using SAP preferred) Logistics, Materials Management, Inventory Management, and Physical Inventory. Strong leadership skills required, and five years prior supervisory experience required. (For internal candidates the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:
Pre-Supervisory Program (STAR) = one year of supervisory experience
Succession Planning Program = one year of supervisory experience
Certificates, Licenses, Registrations:
Valid Driver's License required
NIGP Certification required, or ability to obtain within three years of hire.
Certified Professional Public Buyer Certificate (CPPB) preferred
