The Department of Commerce, Community, and Economic Development, Division of Community & Regional Affairs, is recruiting for a Grants Administrator 1/2 located in Anchorage!

What you will be doing:

Our mission at Division of Community and Regional Affairs (DCRA) is to focus on consistent community communication and collaboration. This position will make important and lasting contributions to communities in Alaska by supporting and implementing grant programs with non-profits, private agencies and government entities throughout the State of Alaska. This position will interpret, explain and apply grant related laws, regulations, or policies to grantees to ensure compliance with state and federal requirements as well as guidance to recipients on allowable costs, proper reimbursement documentation and progress reporting. This is position will be filled at the Grants Administrator 1 or 2 level depending on experience.

Our ideal candidate will have the following knowledge, skills and abilities.

  • Experience working with federal or state grants including grant writing, interpreting, and monitoring. The incumbent will work with grantees to fulfill the terms on the grant and ensure compliance with federal regulations or state statutes.

  • Experience auditing grants or financial information and determining allowable costs.

  • Experience expressing information to individuals or groups effectively, taking into account the audience and nature of the information makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  • Experience writing and using correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

  • Experience interpreting statutes, regulations or policies and procedures related to various types of grants including state or federal. Attention to accuracy and detail is very important for this position.

Minimum Qualifications

Grants Administrator 1 Minimum Qualifications (Range: 14)

Any combination of education and/or experience that provides the applicant with competencies in

  • Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.

  • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.

  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

  • Interpersonal Skills: Treats others with courtesy, sensitivity, and respect. Considers and responds appropriately to the needs and feelings of different people in different situations.

  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts and/or providing administrative support to a business or organization.

Special Note:

"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

Grants Administrator 2 Minimum Qualifications (Range: 17)

Successful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska.

OR

Any combination of education and/or experience that provides the applicant with competencies in

  • Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.

  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

  • Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.

  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or experience in accounting, grants administration, budget administration, procurement, professional services contracts and/or providing administrative support to a business or organization.

Salary Information:

Grants Administrator 1, Range 14, $1848.75 biweekly salary amount.

Grants Administrator 2, Range 17, $2273.25 biweekly salary amount.

FLEXIBLY STAFFED

This position is flexibly staffed. The level of the job offer will be based on the selected candidate's credibly possessed and proven competencies. If hired at the lower level, you will be promoted to the higher level after successfully completing the training plan and demonstrating competency in the work.
