Communications Engineer 1, Communications Engineering Associate 1/2 (02-3023)

WHAT YOU WILL BE DOING:

This position supervises the technical staff team responsible for all customer 2-way radio support.  This work includes all SOA ALMR radios and department radio systems such as DOC prison facilities and DNR wildfire communications systems.  This position plans radio installations, configurations, repairs, and maintenance work; procures needed parts and materials; and schedules staff travel to support SOA department land mobile radio communications services.

OUR ORGANIZATION, MISSION, AND CULTURE:

[The position supports many of the state and local 9-1-1 dispatch centers' radio equipment enabling mission critical communications to first responders as they answer calls for help.  Your work will support Mutiple teams efforts to ensure reliable emergency communications services through a system comprised of over 150 communication sites enabling emergency and day-to-day services to state, local, Department of Defense and federal agencies as they carry out their missions to the public.

 Those sites often include microwave communications, high availability network routers, primary and emergency power, shelters and towers all supporting land mobile radio and other customer equipment and services.   You will have the opportunity to improve upon our system to increase operational efficiency, capability and reliability.  The position is charged to provide vital support services to our teams as we seek innovations and initiatives to advance the mission of the customers and, to implement processes and programs to achieve efficiencies and cost savings.

THE WORKING CONDITIONS YOU CAN EXPECT:

The primary work environment is carried out in an office setting either in a cubicle environment or at your home when telework is authorized. COMMUNICATIONS ENGINEER 1

Knowledge of basic electronic systems and equipment; electronics practices, methods and terminology; engineering mathematics; and, engineering economics.

General knowledge of construction and electrical engineering practices, principles and standards.

Substantial knowledge of principles, practices, methods, terminology, and recent technological advances in radio, optional, wire, satellite and microwave transmission of voice and data communications.

Ability to understand and apply Federal Communications Commission rules and regulations; electronics principles and practices in the development and installation of communications systems; prepares specifications and make final engineering recommendations on various radio and wire communications systems; analyze technical data; communicate effectively both orally and in writing; maintain cooperative relations with those contacted in the course of the work; and, direct the activities of construction and technical personnel in the construction and installation of communications equipment and systems.

COMMUNICATION ENGINEERING ASSOCIATE 1

Any combination of education and/or experience that provides the applicant with competencies in

• Applies Technology to Tasks: Selects and understands procedures, machines, or tools that will produce the desired results; identifies or solves problems in machines, computers, or other technologies as they are related to performing tasks.

• Design: Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems.

• Network Management: Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.

• Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

• Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.

equivalent to those typically gained by:

Training or education in an engineering field.

AND

Experience involving the design, installation, and/or modification of a wide range of communications systems.

COMMUNICATION ENGINEERING ASSOCIATE 2

Any combination of education and/or experience that provides the applicant with competencies in

• Network Management: Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals.

• Technical Expertise: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.

• Technology Awareness: Knowledge of developments and new applications of information technology (hardware, software, telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.

• Telecommunications: Knowledge of the concepts, principles, and theories of transmissions, broadcasting, switching, control, construction, or operation of telecommunications systems.

AND

Professional experience involving the design, installation, and/or modification of a wide range of communications systems such as design and installation of communications systems and/or technical electronics experience including design, assembly, modification, testing, maintenance, or installation of electronic systems.

IMPORTANT INFORMATION

This position requires occasional travel within the State to plan, organize and monitor project work at sites often in remote areas and mountain top sites accessible by ATV or helicopter.

The incumbent must successfully complete and maintain an Alaska Public Safety Information Network (APSIN) background check and security clearance conducted by the Department of Public Safety.  Fingerprinting is required.

FLEXIBLY STAFFED

This position is flexibly staffed. The level of the job offer will be based on the selected candidate's credibly possessed and proven competencies. If hired at the lower level, you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.

BACKGROUND CHECK

This position requires the incumbent to submit to a fingerprint based criminal history background check.  Due to the sensitive nature of this position, and required access to APSIN, an applicant with criminal convictions will not move forward in the selection process.
