Under general direction, performs administrative and managerial work in regard to Zoning Administration and Enforcement. Work involves serving as liaison regarding zoning/development issues, developing policy recommendations, implementing community programs, making zoning determinations, enforcing the City's Zoning Code, performing detailed research, making presentations, and supervising assigned staff. Reports to the Assistant Director of Community Development.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

  • Consults with Assistant Director and other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; develops staff reports and resolutions for submittal to various boards/commissions; develops and identifies programs and policies proposed by City Council.

  • Provides state and local zoning code interpretations, including legal issues involved in code interpretation and enforcement.

  • Provides guidance and information to citizens, builders, City Staff, City Council, etc. on requirements to the Unified Development Ordinance (UDO) for zoning regulations and land use matters; make written zoning determinations for citizens, developers, lending institution, etc. for land use issues also.

  • Serves as Secretary to the Board of Zoning Appeals (BZA) which includes processing applications, preparing staff reports and making recommendations to the Board. Also, provide technical and legal direction for the Board while attending all hearings.

  • Oversees work of Zoning Inspectors for citizen complaints and zoning violations to determine the appropriate corrective action.

  • Oversees the customer service office for the issuance of permits for new construction, repairs, signs and zoning activity.

  • Administers and supervises highly complex zoning issues; discusses proposals with zoning applicants, and submits agenda packets with recommendations to Board of Zoning Appeals for review; make written zoning determinations to clarify a citizen's use of property and correct procedures; serve as liaison with Planning Department regarding zoning and other development issues.

  • Reviews proposed projects and developments; ensures that proposed site plans, engineering drawings, and related documentation conforms with acceptable principles of engineering/design and applicable codes/ordinances.

  • Supervises the Development Coordinator who initiates and administers the Neighborhood College Program annually along with other civic and neighborhood activities throughout the year.

  • Attends various meetings and makes presentations as needed.

  • Writes grant applications to obtain state/federal funding for City projects; assists in administering grant projects.

  • Researches and compiles various statistical or administrative data; analyzes data and identifies trends; summarizes data and prepares reports; conducts research of department files, electronic data sources, Internet sites, hardcopy materials, or other sources as needed.

  • Prepares or completes various forms, reports, correspondence, letters of zoning determination, Board packages/reports, staff reports, resolutions, grant applications, presentations, or other documents.

  • Receives various forms, reports, correspondence, site plans, engineering drawings, cost estimates, zoning maps, codes, ordinances, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

  • Operates a personal computer, general office equipment, engineering scale, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e mail, Internet, or other computer programs.

  • Communicates with director, assistant director, employees, other departments, City/state officials, board/commission members, applicants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction:

  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

  • Provides assistance to other employees or departments as needed; assists inspections staff and front counter staff with training and other technical assistance involving zoning matters, departmental/City policies and procedures, or other related issues.

  • Performs other related duties as required.

Bachelor's degree in Public Administration, Planning, or closely related field; supplemented by four 4 to 6years previous experience and/or training that includes planning, zoning administration and enforcement, plan review, civil engineering, policy development, and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Requires a valid driver's license.

  • Knowledge of the policies, procedures, and activities of the City and of departmental practices as they pertain to the performance of duties relating to the position of Zoning Administration and Enforcement Manager.

  • Knowledge of the terminology, principles, and methods utilized within the department.

  • Knowledge of laws and ordinances affecting the code and zoning administration and enforcement process.

  • Knowledge of the principles, practices and procedures of code enforcement and zoning regulation.

  • Knowledge of the methods and techniques for developing and administering programs.

  • Knowledge of architectural and engineering plans.

  • Knowledge of the principles of supervision, and is able to effectively lead, motivate, and evaluate assigned staff.

  • Skilled in the research, collection, analysis and presentation of technical data.

  • Ability to comprehend, interpret, and apply regulations, procedures, and related information.

  • Ability to keep abreast of any changes in policy, methods, computer operations, equipment needs, policies, etc., as they pertain to departmental operations and activities.

  • Ability to effectively communicate and interact with subordinates, supervisors, members of the general public, and all other groups involved in the activities of the department.

  • Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

  • Ability to use independent judgment and work with little direct supervision as situations warrant.

  • Ability to use mathematical formulas to perform required calculations. Is knowledgeable and proficient with computers and software programs typically utilized in the position.

  • Ability to read, understand, and interpret technical reports and related materials.

  • Ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

  • Ability to function in a managerial capacity for a division or organizational unit, includes the ability to make decisions on procedural and technical levels. :

  • Ability to read a variety of informational and technical documentation, directions, instructions, and methods and procedures.

  • Ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech.

  • Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

  • Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

  • Ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

  • Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

  • Ability to inspect items for proper length, width, and shape, visually with job-related equipment.
