General Information:

This position is responsible for managing the youth safety program at James Madison University.

The Youth Safety Office will drive compliance for the university to ensure the safety of minors while

attending JMU sponsored events both on and off campus. The coordinator will be the subject

matter expert for questions and guidance and will collaborate with campus departments to properly

vet employees assigned to work in events that have minors in attendance.

Manages and supports the university's efforts to protect minors and ensure compliance with all applicable laws and regulations in non-student, youth-centered programs, events, and camps. Directs the development, facilitation, monitoring, revision, and oversight of policies, protocols, training and compliance- related activities for organizations and programs to provide safe and healthy environments when hosting minors. Serves as subject matter expert for establishing and maintaining best practices consistent with effective compliance policies and programs regarding youth safety. Establishes and maintains a database of information on all university programs, events, and camps involving participation of minors, and manages the content of the Office of Youth Safety website and the renewal of program registrations.

Duties and Responsibilities:

  • Understands, modifies, and creates policies and procedures in compliance with laws and institutional policies to protect minors; leads in evaluating and updating policies.

  • Monitors regulatory and legislative changes impacting youth safety and collaborates with relevant departments on risk assessments and policy updates.

  • Collaborates with academic and administrative departments to revise policies, rules, and regulations governing youth safety.

  • Participates and/or serves on university, regional, national and/or other committees and boards related to youth safety compliance, including the Higher Education Protection Network (HEPNet). Represents the university and participates in youth safety compliance-related conferences.

  • Manages the content of the Office of Youth Safety website.

  • Applies knowledge of youth programs, events, and camps and utilizes analytical methods to develop and maintain the Office of Youth Safety.

  • Manages administrative and operational aspects of the Office of Youth Safety, including program budget monitoring and invoicing.

  • Promotes compliance through outreach and engagement with university programs involving minors, ensuring adherence to university policies, rules, and regulations.

  • Educates youth program organizers and leadership on compliance, programming efforts.

  • Audits programs, events, and camps with minors for compliance with university policies.

  • Assist with internal investigations related to youth safety when appropriate.

  • Establishes and maintains a database of information on all university programs, events, and camps involving participation of minors. Oversees retention and audits of related records, promptly involves relevant stakeholders when there is potential for an investigation, and participates in compliance program reviews.

  • Reports data, metrics, issues and incidents to appropriate stakeholders, including Director of Emergency and Risk Management, General Counsel, the Board of Visitors, Finance, Audit and Compliance committees.

  • Develops, coordinates, and executes training programs, resources, and communications on policies and procedures for programs, events, and camps with minors.

  • Monitor training participation to meet requirements of policies and procedures and troubleshoot online training issues for programs, events, and camps with minors.

  • Manages and coordinates resources and provides education for the University.

  • Monitors background clearance for persons working within programs, events, and camps with minors.

  • Acts as a Responsible Administrator for university policy and other regulations pertaining to the protection of minors, and is a Compliance Partner for university compliance with laws, rules and regulations as they relate to youth safety.

  • Makes final determination of assignees with questionable background checks by involving university council, department leadership, and other university safety offices as needed, i.e., Threat Assessment Team, Campus Police Department, Human Resources.

  • Ensures records of audits, investigations, and other official records are securely stored and available for audit.

  • Is the university contact for internal and external audit requests.

Qualifications:

  • Demonstrated previous professional experience in risk management, compliance, policy, youth development/programing, human resources, criminal justice, or another similar field.

  • Knowledge of and experience in higher education relating to compliance, risk management, and/or youth programs.

  • Strong customer service orientation.

  • Exceptional written and oral communication and interpersonal skills, with demonstrated experience serving productively and effectively as both a team leader and member, working with groups diverse in culture and background.

  • Demonstrated experience evaluating, coordinating and developing training on policy or procedural subject matter, with the ability to deliver training to various constituents and diverse audiences.

  • Ability to manage complex and extremely sensitive issues with professionalism while understanding the legal privacy and confidentiality parameters.

  • Excellent organizational, planning and problem-solving skills.

  • Ability to prioritize and manage multiple projects while developing and managing audit processes and reporting results.
