CLASS DESCRIPTION
The Youth Partnerships Manager (PM) reports to the Deputy Chief of Community Policing. The Youth PM will ensure that current and future Youth programming is designed and implemented most appropriately to the Baltimore City area and to meet the youth crime reduction standards. Further, the Youth PM will be responsible for ensuring effective coordination with other city agencies, schools, and other youth programs city wide. S/he is responsible for contributing to program design and development; technical support to interventions; measurement, research and documentation; representation and partnership development, proposal and resource development; and training, mentoring and organizational learning for implementing youth program partners. Finally, the Youth Partnership Manager is responsible for the development of a strong and sustainable youth portfolio in Baltimore City Police Department.
ESSENTIAL FUNCTIONS
Oversee implementation of Youth Program activities and ensure that services are delivered on time, on budget and in compliance with the DOJ Consent Decree.
Work collaboratively with other BPD divisions and bureaus to ensure members across the department have opportunities to engage with young people in the communities they serve.
Ensure that partners and officers have the guidance needed for effective engagement.
Ensure that the Youth program is implemented in ways responsive to a diverse set of stakeholders - both internal and external to BPD
Develop detailed implementation plans - including budgeting, procurement, and logistics - to ensure program sustainability.
Develop work-plans and follow up with team members regularly to ensure that activities are on track.
Monitor program progress against both budgetary targets and community inputs, adjusting program design as necessary.
Prepare timely and high-quality program reports on project activities in compliance with internal requirements and any relevant external requirements.
Develop and maintain strong community collaborations for implementation of the Youth Programs
Take part in ongoing capacity assessments of Youth Programs
Conduct periodic review of annual plans to identify issues or challenges while brainstorming on how these issues could/ should be addressed.
Adopt a customer service approach towards partner capacity strengthening.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Bachelor's degree in social science, public policy, city planning, public health, criminal justice, or related field. Master's degree preferred.
EXPERIENCE: A minimum of 5 years of experience in community/youth programming, violence prevention, community outreach and engagement, and/or public administration.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Baltimore city's public safety sector and criminal justice system
Knowledge of community engagement, collaborative problem-solving and partnerships
Knowledge of data-driven strategies, research techniques, procedures, and methods
Knowledge of the basic principles of organizational budgeting and planning
Experience in coordinating multi-sector collaborative and coalitions.
Experience in managing and supervising cross-sector teams.
Familiarity with community policing and crime prevention through environmental design
Skill in navigating conflict and de-escalating emergency or crisis situations with calm, tact, and diplomacy
Ability to communicate effectively, prepare and present reports or recommendations clearly and concisely.
Ability to establish and maintain effective working relationships with a range of diverse stakeholders.
