About the Indiana Criminal Justice Institute (ICJI):

The Indiana Criminal Justice Institute (ICJI) is the State planning agency for criminal justice, juvenile justice, traffic safety, and victim services. ICJI is designated as the State Administering Agency for the distribution of federal funds, and as the State Statistical Analysis Center for research.

Further, ICJI is responsible for coordinating and collaborating with local, state, and federal entities to identify, assess, plan, resource, and evaluate new and emerging issues facing the criminal justice and public safety spectrum. ICJI works with local, state, and federal entities to evaluate programs associated with the prevention, detection & solution of crimes; law enforcement, and criminal/juvenile justice, to improve and coordinate all aspects of law enforcement and criminal/juvenile justice.

Role Overview:

The Youth Services Assistant Manager is responsible for overseeing the centralized administration of funds spanning the entire grant-making process; through the intake, review, award, and follow-up stages. This position will be responsible for managing and monitoring grants authorized by the Indiana Criminal Justice Institute (ICJI) and ensuring consistent federal and state grant processing.

Salary Statement:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Establish and monitor program objectives, KPIs, and actions to achieve them.

  • Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, or to increase productivity.

  • Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

  • Recommend and implement corrective action plans to solve program problems.

  • Prepare reports for approval, including those for funding or implementation of services.

  • Ensure program requirements meet federal and state policies and grants compliance.

  • Develop, train employees or agency consultants on program requirements and usage.

  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

The ideal candidate in this role should minimally have either

  • a Master's Degree with 2+ years of experience, or

  • a Bachelor's Degree with 3+ years of experience, or

  • a Associate's Degree with 7+ years of experience, or

  • at least 9+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

You must meet the following requirements to be considered for employment:

  • Specialized knowledge in Youth/Juvenile Justice obtained through experience and/or education.

  • Extensive knowledge of the processes associated with granting out state and federal funds, from beginning to end of a grant life cycle.

  • Experience with State of Indiana grant processes and procedures.

  • Knowledge of the rules, laws and regulations associated with justice involved youth in Indiana.

  • Ability to multitask and work in a very fast paced environment.

  • Ability to be detail oriented related to projects, deadlines and reports.

  • Ability to train/teach others in a clear and concise manner.

  • Ability to develop and implement new principles and policies and discern any far-reaching implications.

  • Ability to complete presentations, to both internal and external customers, including the public, government officials, and other stakeholders.

  • Ability to analyze information, evaluate results, suggest solutions and implement needed changes.

  • Ability to work effectively with a wide variety of stakeholders.

  • Ability to prepare reports/spreadsheets in a quick and effective manner particularly related to grants and grant funding.

  • Ability to delegate work, set clear direction, and manage workflow.

  • Ability to effectively give feedback, provide guidance, coach, and develop employee skillsets.

The Assistant Manger in the Youth Division does not directly supervise others but serves as a team leader, trainer, and resource for other staff within the division. The chosen candidate will report directly to the Director of the Youth Division.
