Incumbents in this classification are responsible for planning and directing the daily operation of a large, comprehensive area recreation facility. Duties include hiring, training and evaluating facility staff; planning and implementing recreational programs; establishing and interpreting facility policies and procedures; preparing budgets and managing revenues, monitoring facilities and grounds to ensure safety and proper working condition; preparing reports on facility performance; handling employee and citizen complaints and assisting with program activities.

May write and oversee grants. Work requires limited supervision and the use of independent judgment and discretion.

Work Hours: 11:30 am

  • 8 pm Monday through Friday. Saturdays 10 am

  • 6:30 pm

Work Location: Brainerd but all managers can be reassigned at times within our department.

Supervises lower level recreation staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment and making hiring, termination and disciplinary recommendations.

Manages the day-to-day activities and operations of assigned comprehensive area recreation facility which includes indoor swimming pools and associated recreation programs including assessing, planning, coordinating, administering and evaluating programs, projects, processes, goals, objectives and procedures; ensuring compliance with federal, state and local laws, regulations, codes, standards, policies and procedures.

Oversees and coordinates facility, grounds and equipment maintenance activities which includes reporting required maintenance and repairs; submitting work orders; coordinating and scheduling maintenance activities, minimizing down time of facilities; preparing preventive maintenance calendars and performing other related activities.

Supervises and monitors the coordination of services from contracted instructors, agency providers and volunteers.

Manages, coordinates and participates in the scheduling of facilities and staff to ensure availability and appropriate coverage; receives and processes facility use rental fees.

Oversees the set-up of facilities for programs and activities, ensuring the elimination of potential hazards to minimize the risk of injuries.

Prepares, reviews, interprets and analyzes a variety of information, data and reports; makes recommendations based on findings.

Provides customer service, in person and over the telephone, to internal and external customers by responding to requests for assistance, information and/or other related inquiries.

Represents the Department in/on a variety of meetings, public events, training sessions, committees and/or other related groups in order to receive and convey information.

Assists with budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.

Identifies potential funding sources including grants and gifts; collaborates with community groups, neighborhood associations, committees, businesses, advisory boards, churches and/or other applicable entities to secure resources.

Facilitates, coordinates and/or leads recreation classes and activities.

Performs other duties as assigned.

Minimum Qualifications:
Five (5) years of any combination of relevant education, training or experience sufficient to perform the essential duties of the job will be considered.

Examples of relevant education include a Bachelor's Degree in Recreation or related field.

Examples of relevant experience include five years increasingly responsible recreation experience.


Possession of or ability to obtain First Aid/CPR Certifications.

Skill in monitoring and evaluating the work of subordinate staff; prioritizing and assigning work; using a computer and related software applications; maintaining records; scheduling and coordinating facility use; resolving and mediating conflict; exercising good judgment, flexibility, creativity and sensitivity in response to changing situations; scheduling programs and events; coordinating and overseeing recreation program sites and equipment; planning, developing, supervising and managing programs and/or events; evaluating program effectiveness; monitoring recreational facilities to ensure safety; preparing and maintaining records and reports; providing customer service; administering budgets; interpreting and explaining policies and procedures; communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.


Positions in this class typically require balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.


Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

Incumbents may be subjected to extreme temperatures.

The position performs minor repairs and preventative maintenance for all departmental equipment and University assets assigned to the campus recreation department; and works with the Aquatics Coordinator to maintain water quality, filtration and sanitation for the recreation pool and spa. Responsibilities include: * Maintaining proper water chemistry and sanitation for all recreational pools and spas on campus and performing minor and preventative maintenance on all aquatic equipment; and interacting with state and local agencies to maintain codes and standards for aquatic operation; and following the maintenance and operations checklist for daily, weekly and monthly maintenance needs. * Performing minor and preventative maintenance on all fitness equipment; maintaining standards of scheduled maintenance of the fitness equipment; and coordinating work orders and priorities with supervisor for quality service. * Performing minor and preventative maintenance on building features, departmental equipment and University assets assigned to the Department; working with the University's facilities planning department and risk management office to ensure all work orders are completed. * Ordering and receiving parts for fitness equipment, building features, departmental equipment and University assets assigned to the Department; record keeping for purchases, ordering and maintenance projects preformed; and scheduling department-wide minor maintenance projects biannually. * Assisting with HVAC, pumps, motors and other general operating systems in the recreation center; and communicating and working with University facility staff to perform routine or emergency maintenance, as needed. High School diploma or GED required, with vocational or technical training preferred. Pool Operator and Fitness Equipment Repair Technician certifications are required, as well as a valid driver's license. One year of relevant experience in Fitness and Aquatic equipment maintenance is required, with 2-3 years of experience operating an aquatics pool and maintaining sports/fitness equipment preferred. Candidate must have general knowledge of operating systems and skills such as plumbing, carpentry, or electrical; with experience working as a plumber, electrician and carpenter preferred. The ability to perform minor facility maintenance is preferred. Some working knowledge of HVAC systems is also required, with preferred experience in working with pumps and motors. Candidate must have the ability to operate fitness equipment to perform minor repairs and preventative maintenance, with experience as a skilled fitness equipment repair technician preferred. The ability to operate building systems and pool filtration and sanitation systems; and perform minor and preventative maintenance on a building features, departmental equipment and University assets assigned to the Department is needed.
