GENERAL DESCRIPTION:

This position is responsible for developing, implementing, managing and administering, coordinating child abuse prevention efforts for the State of Wyoming to include contract and program management of the Wyoming Children's Trust Fund (WYCTF). Federal and State funding is essential for managing these programs; therefore, this position is responsible for setting and managing these funds and executing the program components for child abuse/neglect prevention. This position is also responsible for other federal and state grant support and monitoring of sub-recipient activity, negotiations and approval of subrecipient local applications, and verification of alignment.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Supervises, coordinates, manages, directs, and evaluates statewide programs, projects, and initiatives.

  • Develops program budget, approves grants and funding, and monitors appropriateness of expenditures to meet project goals.

  • Oversees the grant/contract process and payments to vendors.

  • Prepares and administers federal plans for the agency by developing and writing details plans, proposals, and grants.

  • Conducts data analysis related to social services programs for the Board of Directors, DFS Director, Children's Trust Fund Executive Director, Administrators, DFS staff, and stakeholders, including federal and state agencies.

  • Develops, organizes, implements, and participates in new programs.

  • Coordinates, facilitates and provides community training.

  • Gathers agency and stakeholder's input for the development of the 5-year Child and Family Services Plan and Block Grants.

Qualifications

PREFERENCES:

Preference may be given to applicants with a Bachelor's degree in social work, counseling, sociology, or psychology, PLUS four years of professional work experience in human services, social work, counseling, or correctional rehabilitation.

KNOWLEDGE:

  • Knowledge of mental health services specific to public sector child welfare population.

  • Knowledge of Adverse Childhood Experiences (ACES) and Protective Factors.

Knowledge of family and community engagement.

  • Knowledge of developing community networks and collaborative partnerships.

  • Knowledge of treatment theory and application to include serious emotional/mental disorders, substance abuse, and conduct disorders.

  • Knowledge of the State of Wyoming fiscal processes, contract management system, and Request for Proposal (RFP) process.

  • Knowledge of federal and state laws, statutes, and policies regarding child protection, adult protection, and juvenile justice issues.

  • Knowledge and working understanding of professional ethics, cultural competency, human and child development, family dynamics, interpersonal communications, diagnostics, and assessments.

  • Knowledge of PTSD/Secondary Trauma as well as Critical Incident Stress Debriefing (CISD) strategies.

  • Competency in various models of evidence-based best practice.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Social Services)

Experience:

0-3 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Worker

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Worker

NOTES:

  • FLSA: Exempt

  • All positions within the Department of Family Services will require a background information check, including the taking of fingerprints, which will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigation, for every successful applicant.
