Job Description

Gainesville Regional Utilities' Water/Wastewater Department is currently seeking to fill a Water Plant Operator/Mechanic to perform skilled work in the operation and maintenance of the Water Treatment Plant equipment and facilities. This is a professional position which requires examination and licensing from the State of Florida Dept. of Environmental Protection.

A typical work day may include, but not be limited to performing chlorine container receiving functions; learning and becoming proficient in performing basic plant operations by observation, on-the-job training, consultations, and formal classroom training; performing compliance testing of auxiliary equipment; performing plant security procedures and attending various require training courses and orientations.

Water/Wastewater Apprentice

15.00 per hour to $20.72 per hour for W/WW Apprentice

To qualify for the Water/Wastewater Apprentice position you must possess a high school diploma or an acceptable equivalency diploma (GED), and Six (6) months experience performing manual farm, construction, pipefitting, or utility related work, or an equivalent combination of training and experience is preferred. Note: Incumbents in this classification must meet the minimum requirements established in the Water/Wastewater Apprentice Progression-Through-Training Program.

Water Plant Operator/Mechanic

$20.72 per hour to $32.71 per hour for Water Plant Operator Mechanic

To qualify for the Water Plant Operator/Mechanic you must have graduated from high school or possess an acceptable equivalency diploma, supplemented by college level courses in mathematics, chemistry, or related subject, and one year experience in water plant operations. Additional 6 months of experience directly related to water plant operations as recognized by the Florida Department of Environmental Protection can be substituted for the college level courses.

Note: Incumbents in this classification must meet the minimum requirements established in the Water Plant Operator/Mechanic Progression-Through-Training Program. This position requires an FDEP "C" Water Plant Operators License or higher.

May establish an eligibility list.

May fill multiple positions.

May overfill as Water Plant Operator Mechanic.

Job Description:

NATURE OF WORK

Skilled technical work in the operation and maintenance of the Water Treatment Plant equipment and facilities.

CLASSIFICATION STANDARDS

EXAMPLES OF WORK

ESSENTIAL JOB FUNCTIONS

Attends and successfully completes the Water/Wastewater System Orientation.

Attends and successfully completes an 8-hour Hazardous Materials Awareness training course.

Attends and successfully completes a 3-day Chlorine Safety and Emergency Response training course.

Reports to Employee Health Services to be checked and cleared to wear proper SCBA protective equipment. Attends and successfully completes a 3-day Respiratory Protection (SCBA & airline) training course.

Performs chlorine container receiving functions including proper operation of chlorine cylinder hoists, proper recording of serial numbers, inspection of cylinders for defects and proper weight and labeling of cylinders with correct and color-coded labels.

Attends and successfully completes a Fire Extinguisher, Eye Wash/Safety Shower Use and Inspection class. Performs monthly inspection of fire extinguishers and eye wash/shower stations for defects and records inspection data on proper forms.

Attends and successfully completes Confined Space Attendant and Entrant training classes. Follows detailed procedures on notification and completion of proper forms. Understand and uses air monitoring devices.

Learns and becomes proficient in performing basic plant operations by observation, on the job training, consultations, and formal classroom training. Follows detailed procedure to shut down water treatment while properly maintaining system pressure and to start water treatment by calculating well flow and chemical usage.

Changes wells and other equipment while continuously monitoring chemical treatment. Routinely climbs stairs and walks in the performance of job duties.

Completes all 11 objectives in the Drinking Water Plant Operator Sacramento Correspondence Course (SAC), Volume. I.

Completes all 12 objectives in the Drinking Water Plant Operator Sacramento Correspondence Course (SAC), Volume. II.

Follows detailed procedures and wears a SCBA and Hazmat "B" protective suit to use a series of manual valves to perform chlorine bank change over.

Follows detailed procedures and wears a SCBA and Hazmat "B" protective suit to manually turn on the scrubber and perform basic chlorine scrubber operation.

Follows detailed equipment and safety procedures to perform annual oil changes on equipment and machinery, including large electric motors, turbines, rakes and right angle gear boxes. Determines when equipment can be worked on and proper oil or lubricant for each piece of machinery. Routinely climbs on and off of equipment and lifts and places oil drums in the performance of job duties.

Understands the operation of the lime machines, their digital control panels and the proper placement of the color-coded hoses on the pumps and machine discharge lines.

Follows all lockout/tag out and safety procedures to properly isolate machines using valves. Uses the appropriate tools to disassemble the rotary valve.

Performs plant security procedures, including driving to various remote locations, closing or opening gates, securing areas and announcing entry and exit locations.

Performs compliance testing of auxiliary equipment. Using proper tools, cranks diesel engines to run wells. Understands plant procedures and how diesel engines effect plant production.

Follows detailed written procedures to perform visual inspections of Cross Creek MHP Operations machinery and chemicals. Monitors chlorine residual and records proper data in various system locations. Drive to and from the remote location in the performance of job duties.

Attends work on continuous and regular basis

NON-ESSENTIAL JOB FUNCTIONS

Properly follows detailed procedures and wears proper protective equipment to manually operate valves and perform filter pH probe service. Uses electronic meters to calibrate pH probes and cleans pH probes with a certified solution. Climbs ladders to maneuver around machinery.

Follows detailed procedures to manually open and close valves (often requiring numerous turns) by counting the number of turns to leave the valve in the correct position.

Attends and successfully completes the National Incident Management System (NIMS) 100, 200 and 700 training courses.

Attends and successfully completes a front end loader operation class to ensure the ability to safely operate a front end loader to move grit.

Safely operates a tractor to perform field mowing. Must be able to climb onto the tractor and have the ability to interchange different implements on the tractor.

Refers to AMWA coatings and application standards to properly select and apply machinery and equipment coatings.

Attends and successfully completes a Hazardous Energy (Lock Out - Tag Out) training class. Completes proper forms during and after performance of tasks. Notifies affected staff and correctly documents lockout.

Follows detailed written procedures to flush and calibrate turbidimeters and to open and close their valves.

Wears proper protective equipment and follows detailed procedures to open and close valves and turn the correct switches during fluoride pump switchover operations.

Performs compliance fuel tank monitoring by climbing up and down tanks and recording fuel levels on compliance sheets.

Follows detailed procedures to perform start-up and shut-down of lime machines, installation of color-coded pump hoses and lime delivery check-in.

Opens and closes valves on the Liquid CO2 System, performs hourly monitoring of pH and safe vessel pressure and records contents daily.

Wears proper protective equipment and follows lockout/tag out and safety procedures to climb to high altitudes to perform lime silo dust scrubber maintenance.

Performs other related duties as assigned

MINIMUM REQUIREMENTS

Graduation from high school or possession of an acceptable equivalency diploma, supplemented by college level courses in mathematics, chemistry, or related subject, and five years experience in water plant operations. Additional 6 months of experience directly related to water plant operations as recognized by the Florida Department of Environmental Protection can be substituted for the college level courses. Successful completion of the Water Plant Operator/Mechanic Apprentice Progression-Through-Training Program may be substituted for experience.

LICENSES/CERTIFICATES

Valid Florida Class E Driver License required upon appointment.

Valid State of Florida Department of Environmental Protection Class "B" Water Plant Operator's license required, Class "A" preferred.

NOTES

Incumbents in this classification must meet the minimum requirements established in the Water Plant Operator / Mechanic Progression-Through-Training Program. Failure to progress to the maximum level of the Water Plant Operator/Mechanic within the timeframes established in the program will be grounds for termination of employment.

Employees in this classification are subject to call-in and may be required to serve standby. Therefore, employees in this classification must live in and maintain a residence within the residential boundary and be able to drive from their residence to the intersection of NW 34th Street and NW 39th Avenue within 40 minutes.

Work requires physical strengths, abilities and agilities sufficient to safely perform all essential functions. These strengths, abilities and agilities include:

  • Ability to speak, read and write in English

  • 20/20 or corrected vision

  • Normal red/green color perception

  • Sense of smell and hearing within established normal ranges

  • Normal or medicinally corrected blood pressure within established normal ranges

  • Ability to pass a certified lung function test

  • Ability to bend, squat, walk and lift

  • Ability to deal with high stress levels

  • Ability to operate a 14-inch pipe wrench

  • Strength to lift 25 pounds to required height

  • Ability to withstand exposure to hazardous conditions and noxious chemicals

  • Ability to withstand exposure to prolonged high noise levels

  • Ability to drive city vehicles

  • Ability to climb ladders and perform tasks at elevated levels up to 35 feet

  • Must not be claustrophobic due to work in close quarters and encapsulated suits.

SELECTION FACTORS

Ability to read valves, manuals and charts accurately and to maintain records of shift operations .

Thorough knowledge of functions and servicing requirements of water plant electro/mechanical equipment and machinery.

Thorough knowledge of processes involved in purification of water, including some chemical tests.

Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operation.

Ability to operate work-related equipment and transportation vehicles.

Ability to read simple meters and charts accurately and to maintain simple records of shift operations.

Knowledge of principles, practices, equipment, materials, and theory of operation of a municipal water treatment plant.

Knowledge of rules and regulations governing municipal water plants.

Ability to perform varied analyses of water samples.

Ability to keep records and prepare reports.

Ability to communicate effectively, both orally and in writing.

Ability to work effectively with coworkers and the general public.
