Job Description
Performs routine semi-skilled and skilled work assisting in the installation, maintenance and repair of water and sewer lines, meters, valves and related devices; does related work as required in the operation and maintenance of the distribution and collection system and associated facilities and equipment, which may include janitorial cleaning duties of the Division's area.

The City of High Point has identified this position as performing safety sensitive functions, including the operation of vehicles which require a Commercial Driver's License (CDL), are regulated by the Federal Motor Carrier Safety Administration's (FMCSA). New hires in this position will be required to:
Set up an account on the FMCSA Drug and Alcohol Clearinghouse website (https://clearinghouse.fmcsa.dot.gov/) to provide electronic consent for a pre-employment query and release of any drug and alcohol program violation information.
Required to sign a limited consent allowing the City of High Point to perform limited queries of the Drug and Alcohol Clearinghouse for the presence of any new violations; and
Any failure to provide consent to the Drug and Alcohol Clearinghouse will prohibit the individual from performing any safety sensitive function, including operating a vehicle which requires a CDL.
Essential Tasks
W/S Technician I
Essential Tasks / Qualifications:
Operatessewercleaningequipmentonmotorized vehicles,includingflusher,vacuumandrodding equipment;
Assists in the installation, replacement and repair of water mains, sewer lines, taps,firehydrants, valves andmeters;
Respondsto waterand sewerlineproblems,cleanslinesand manholes;
Raisesandlowersmanholesandvalveboxes;
Tapshighpressurelines andmakesconnections;
Assists with the inspection ofsewerlinewithTVinspectionsystem;
Assists W/S Technician II, III, or W/S Crew Leader by inspecting tools, equipment,materialsand suppliesprior to anddistributing samewhilework is inprogress;
Assistswork crew indisplaying warning and directionalsigns fortrafficcontrol;
Operates service or tandem truck to pick up parts and supplies from vendor or city warehouse and hauls materials and equipment to and from job sites;
Mustbeable towork in extreme weatherconditions forperiods upto 16 hours.
Work On-Call on a regular rotating basis which includes working on weekends and Holidays
Uses hand tools to perform various manual tasks associated with utility line maintenance;
Operates two-way radio to communicate with staff personnel or other departments;
Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
Formal Education

W/S Technician II
Essential Tasks / Qualifications- All of the above plus:
Trains Water and Sewer Technician I;
Supervises and participates in the connection of water and sewer pipes to water mains and sewer line service connections;
Assists Crew Leader in displaying warning and directional signs for traffic control;
Installs, replaces and repairs water mains, sewer lines, taps, fire hydrants, valves and meters;
Conducts inspections of sewer line with televised equipment system;
Conducts flow monitoring and leak detection tests;
May operate tandem dump truck and backhoe;
Uses hand tools to perform various manual tasks associated with utility line maintenance;
Operates two-way radio to communicate with office staff, supervisor and other departments;
Completes work orders and other records as required;
Must have a Collection I or Distribution C certificate issued by the State of North Carolina within 6 months of hire date.
Must have or obtain NCDOT Flagging Certification within 90 days of hire date.
Must have or obtain Trenching and Shoring Competent person within 6 months of hire date.
Must have or obtain Confined Space Competent person within 6 months of hire date.
Preferred Qualifications
Minimum 1 years as Technician I or equivalent. (Two years total experience)
W/S Technician III
Essential Tasks / Qualifications- All of the above plus:
TrainsWaterandSewerTechnicianIand II;
Supervisesnightcalldutycrew;
SupervisescrewsinabsenceofCrewLeader;
Ability to communicate effectively with crew members, other employees, supervisors, outside contractors, and citizens.

Formal Education
High school diploma or GED.
Must have possession of current driver's license issued by the State of North Carolina
Must be able to obtain a CDL "A" learner's permit with a Tanker Endorsement within 6 months of hire date and a CDL Class "A" License with Tanker Endorsement within one year of hire date.
Must be 18 years of age to operate City vehicle.
Must be able to work in extreme weather conditions for periods up to 16 hours.
Must be able to work weekly On-Call on a regular rotating basis.
Must be able to lift a minimum of 50 pounds or more with assistance.
Must obtain basic First Aid/CPR certification within 1st year.
Must be able to deal effectively with the public.
Preferred Qualifications
Having Class 'A' Commercial Driver's License with Tanker Endorsement
General knowledge of sewer and/or water construction and operation, flusher trucks, rodder trucks, backhoe and tandem dump trucks.
On-the-job training approximately 6 to one (1) year. Formal education which includes reading, writing and math with completion of a High School Diploma or GED. Some knowledge and experience working with water/sewer utilities preferred.

Both are necessary to converse with citizens, other employees and supervisor in person or by two-way radio and telephone. Must be able to hear warning buzzers, bells, horns, etc. on equipment.

Must be able to judge distances so as to use both hands in performing different tasks at the same time and in seeing entire project area to observe persons or vehicles as they approach, to ensure safety. Depth Perception
