Job Description
The Assistant Water and Sewer Mains Superintendent performs difficult technical and responsible administrative work in overseeing the engineering, GIS, utility locating, and ORC sections of the Water and Sewer Mains Division; does related work as required.
Essential Tasks
Assists superintendent in overseeing the planning, coordination, assignment, and inspection of the work of crews engaged in water and wastewater system maintenance, installation, and repair.
Ensures that ORC responsibilities are performed including State water and sewer permitting and flow tracking.
Consults with the superintendent and advises on the status of operational activities.
Receives and responds to citizen inquiries and complaints.
Performs investigation of water and sewer lines.
Assists superintendent in preparation of budget and monitors expenditures.
Requisitions necessary equipment, tools, supplies, and materials.
Maintains times and material records.
Adjust work schedules and assignments.
Responds to afterhours emergency calls.
Performs supervisory functions.
Coordinates work activities with other departments as required.
Ensures the exchange of data between various internal divisions and City departments.
Ensures mapping records, and files are kept up to date.
Provides specifications for equipment, tools, chemicals, and services for the division.
Oversees utility locators as part of internal and 811 utilities locate requests.
Provides construction administration for departmental contracts such as ROW (Right-of-Way) maintenance, emergency repair contract, odor control, root control, corrosion control, etc.
Uses various means and methods to assess the condition of the Collection and Distribution systems including videos, aerial photos, plans, map data, etc.
Oversees the Geographic Information System (GIS) implementation for the division.
Performs minor surveying of distribution and collection systems such as measuring distances and elevations.
Develops maps and drawings of the distribution and collection systems with ArcGIS as needed.
Supervises dispatchers.
Coordinates between field operations and engineering services on repairs or work needed to improve the water and sewer systems.
Writes and updates SOPs, policies, procedures, and specifications as needed.
Assists with advertising, recruitment, interviewing and selection of employees.
Oversees the implementation of new programs (work order system, CCTV software), hydrant meter program, utility locating, dispatching, smoke/dye testing, hydrant tagging, and summer work programs.
Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.

Qualifications
Formal Education
Bachelor's degree in Engineering, Environmental Science, Construction Management or closely related field and a minimum of 3 years' experience in engineering, surveying, construction, operation, repair and maintenance for water and wastewater mains. Must have a minimum of 2 years supervisory experience OR
Associate's degree in Engineering, Environmental Science, Surveying, Construction Management or closely related field and a minimum of 5 years' experience in engineering, surveying, construction, operation, repair and maintenance for water and wastewater mains. Must have a minimum of 3 years supervisory experience.
On-the-job training approximately 6 months to 1 year.Certifications
Valid North Carolina Driver's LicensePhysical Requirements
Visual Abilities - the ability to perceive via eyesight is required for this position:
Acuity, far - clarity of vision at 20 feet or more. Must be able to see other workers, equipment, traffic, and pedestrians from a distance for safety reasons when directing employees operating equipment. Both eyes 20/22 - R 20/25 - L 20/25 corrected.
Acuity, near - clarity of vision at 20 inches or less. Must be able to see tolls, paperwork, radio, and other work aids close at hand. Both eyes 20/25 corrected.
Depth perception
Three-dimensional vision. Ability to judge distance and space relationships to see objects where and as they are. Must be able to judge distances to use both hands in performing different tasks at the same time and to judge distances to ensure safety of employees and public. Depth Perception
Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area to cover traffic and people entering and leaving the work area to ensure safety.

Ability to read and comprehend operators' manuals, construction plans, safety rules and regulations, City Personnel Ordinance and handbooks, instructions, directions, street names and signs, blueprints and diagrams, city maps and other documents relating to the job.
Ability to accurately communication information and instructions both verbally and written to various personnel with various educational levels.
Environmental Conditions
Physical Surroundings
The Assistant Water & Sewer Mains Superintendent is subject to inside and outside environmental conditions.
Protection from weather conditions but not necessarily from temperature changes. When working in the field employee may encounter wet, hot, or cold extremes.
Worker will be exposed to rain, sleet, ice, snow, high winds, flooding, and fog.
May have to go into unsanitary areas and be in areas with offensive odors.
May be required to maneuver over uneven terrain.
The position is best suited for someone who doesn't mind getting hot, cold, wet, dirty, and sweaty.
Hazards
Employee will be exposed to trash, flowers, trees, grass, dirt, concrete, asphalt, stone, rocks, water, debris, and insets, etc., and may be subject to be in confined spaces.
Must negotiate uneven terrain.
Exposure to dust, dirt, mud, and wet conditions.
Must sometimes work within areas which are in a dangerous condition.
Work is subject to final standards of OSHA on bloodborne pathogens.
