Responsibilities for this Position
General Dynamics Mission Systems (GDMS) Facilities and Real Estate (FRE) organization has an immediate opening for a Cost Control & Strategy Manager to join the Workplace Solutions (WPS) team. The selected candidate will work across a diverse portfolio of more than 65 sites consisting of engineering office and lab spaces, manufacturing plants and secure facilities. The Cost Control & Strategy Manager will partner with GDMS capture teams, relevant stakeholders and partners to provide pathway guidance on proposal efforts, including, but not limited to, facility options, ROMs, and high level schedules. In addition, the manager will provide thought leadership on all GDMS Workplace Solutions with regard to procurement strategy, vendor strategy, RFP development, bid evaluation, and partner with WPS Project Manager to develop Initial Plan of Record documenting scope, schedule, and cost. Finally, Cost Control & Strategy Manager will assess current FRE workplace standards and implementation strategies and their associated cost drivers to determine if alternative strategies should be considered to reduce cost and/or time required to deliver solutions required by the business. The Cost Control & Strategy Manager should be well versed with working experience in the areas of project management, preconstruction estimating, strategic sourcing, procurement, compliance, contracting, and vendor management.
Responsibiliites and Tasks:
As a leader on the Workplace Solutions team, lead effort to create Workplace Strategy repeatable, documented process and define organizational structure to support execution of $30 - $50M complex facilities projects annually mid to large scale (generally ranging from $1M to $10M) - with focus on adding value in the following disciplines:
Deliver quality controlled estimates for projects and programs as assigned.
Develop detailed resource costs for work activities based on the planned schedule of execution, applies project burdens and indirect costs, applies dictated fees and taxes, defines costs associated with contract general conditions, and applies expected margins to produce a reasonable probable project and/or contract cost.
In partnership with FRE team members, aid in development of Initial and Final Plans of Record (IPOR / FPOR) that clearly defines estimate methodology, scope, pricing characteristics, escalation, assumptions, and exclusions such that the customer has complete understanding of the content and the components of the delivered estimate of probable cost.
Review estimates delivered by other service providers to determine compliance with project and/or program procedures, estimate completeness, accuracy, and technical development and compliance with best practices.
Review contractual documents and contract modifications to determine scope of work and/or scope changes, and defines cost and schedule impacts to the base contract, and to provide written evaluation and recommendation of reasonable reconciliation and remediation to project and/or program management staff.
Travel as required.
Identify, evaluate, and recommend appropriate contract vehicles for all procurements
Aid in development and execution of Requests for Proposal (RFP) for all procurements
Develop negotiation strategy
Lead bid evaluations and document sourcing strategy
Partner with procurement on process, best practices, and continuous feedback
Interface with the business leaders and lead the cross functional team to execute the aligned sourcing strategy
Document key metrics associated with cost savings, cost avoidance, and procurement volume by project type, vendor, vehicles
3.Manage Vendor Contracts and Relationships:
Lead and maintain MSA (Master Service Agreement) contract initiatives in partnership with GDMS Procurement to leverage national partners quickly and competitively
Assist or lead performance reviews with key suppliers and internal stakeholders to evaluate supplier performance and make recommendations to address issues and exploit opportunities.
Communicate and resolve supplier related problems as they occur
4.Align organizational staffing and capabilities to ensure end-to-end expertise is applied to the pipeline of business activity
5.Build and preserve trusting relationships with our internal customers by developing a complete understanding of business
unit's strategic direction, their goals, challenges, key initiatives, and assumptions.
6.Develop and maintain exceptional working relationships with leaders across business operations (IT, Security, Integration, Marketing / Internal Communications, and HR), Facilities and Real Estate partners (Strategy & Alignment, Operations and
Real Estate team members) and other business partners, consultants and project managers.
7.Update metrics per project and help support internal benchmarking reports.
8.Confidently and effectively lead Cost Control & Strategy team, including training, employee development, mentorship, and
upholding a culture of reward and recognition.

Knowledge, Skills and Abilities:
Must demonstrate competencies in the following areas:
Design & Construction estimating and sourcing experience with a history of process utilization
Value engineering practices, with history of delivery against targets
AIA and/or similar contract creation & management
Command of government contractor procurement guidelines, including compliance, sole / single source justification, and competitive procurement of vendor partners and trade (i.e. owner's representation, third-party project management, A&E firms, security / IT vendors, and furniture dealers)
Translating architectural drawings, furniture and space planning concepts into high-level ROMs (rough order of magnitude), estimates, and pathway guidance
Managing all aspects of construction projects effectively and efficiently including, but not limited to budget, schedule, procurement, and risk mitigation. Project types will range, including, but not limited to, building expansions, occupied renovations, secure construction, agile workplace implementation, manufacturing spaces, and labs.
Extensive knowledge of MS Office applications; knowledge of cost estimating applications a plus.
