Our Opportunity:

The Workforce/Payroll Specialist role is an entry level individual contributor that supports CS Operations through a highly accurate agent information related to organization, skilling, Payroll/Time Punch, Attendance Operations, and Time Off Operations; as well as learning the fundamentals of real time performance management.

What You'll Do:

  • Complete weekly payroll/timecard intake, audit process, validation of swipes, and publication to corporate payroll team with a high degree of accuracy

  • Ownership of timely adherence with time off approval processes including generation of available time based on capacity, response time on requests, appropriate communication on approval/denial

  • Ownership of attendance process including generation of real-time absenteeism, NCNS, appropriate notification and occurrence reporting

  • Create, load, maintain of agent moves, adds or changes including alignment of skills to ensure appropriate work delivered to the right team member with a high degree of accuracy

  • Be an ambassador of the spirit and intent of the Chewtopian operating principles

  • Exception coding including but not limited to PTO, VTO, OT, unexcused absence in an accurate manner

  • Engage in Chewtopian level communications with agents and front-line leadership monitoring/addressing agent behaviors in a consistent and supportive engagement

  • Support timely and accuracy inquiries from site management and agents

  • Support other WFM assignments as directed

What you'll need:

  • 1-2 years customer service or payroll or data entry experience

  • Basic understanding of the concepts of contact center demand workload, staffing, and scheduling

  • Ability to accurately process and monitoring payroll and WFM information between system and reporting

  • Excellent verbal, written communication with the ability to empathize and deliver clear concise messaging, including manipulating data, creating reports, visualizations and presentations from scratch

  • Comfort with repetitive processes

  • Ability to keep confidential information confidential

  • Flexibility to participate in a schedule required to support a 24x7 contact center


  • Experience with Payroll and WFM platforms is recommended (i.e. Kronos or IEX)

  • Bonus: data management - SQL, Python, VBA, Tableau, macros, pivot tables, pivot charts

These (6) positions are located in the U.S. Department of Labor, Employment and Training Administration (ETA). ETA provides Federal grants and technical assistance to State and local levels that provide workforce development services to various populations. * These positions are located inside the bargaining unit. * Additional selections may be made from this vacancy announcement. Learn more about this agency Responsibilities These positions will be filled in one or more locations: Boston, MA; Philadelphia, PA; Atlanta, GA; Dallas, TX; Chicago, IL; San Francisco, CA * There is (1) position available at each of the locations listed above. Please reference below link for applicable pay table per location: Duties Include: General Grants Management: * Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. * Serves as a technical resource on workforce development programs pertaining to a full range of issues. Acts as a principal point of contact (liaison) between the Government and ETA grantees. * Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her grant portfolio. * Performs analyses of grant-related data, policy and program issues, and applies problem solving techniques to address issues. * Engages in on-going communication with grantees in order to identify and resolve issues. * Works collaboratively with administrative, program, and performance offices that play a role in the administration of ETA grants. * Carry out activities in the pre-award phase, such as review grant funding applications or state plans, negotiate performance goals, and make funding recommendations to the Grant Officer. * Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders). * Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. * Assists in the development of internal standard operating procedures. * Performs other related duties as assigned. Provides Compliance Assistance: * Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements. * Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. * Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements. Conducts Oversight: * Conducts risks assessments of assigned grants. * Conducts quarterly desk reviews of assigned grants (i.e., in-depth performance analysis of grantee quarterly progress and fiscal reports). * As necessary, designates grantees at risk, including notification to grantee, remediation, and documentation. * Develops and carries out monitoring plan, in accordance with annual work plan instructions. * Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs) of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations. * Prepares monitoring reports upon the completion of a monitoring review. Provides Technical Assistance: * Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies. * Identifies grantees' individual and collective training and technical assistance needs and arranges for such training and technical assistance within the parameters of available resources. * Conducts on-site technical assistance (TA) visits to grantee sites. * Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. * Provides technical assistance to grantees on a full-range of areas, including but not limited to: the development and submission of grant modification requests; the development of Corrective Action Plans (CAPs); grant close-out, evaluations or audits. Maintains Grant Records: * Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols. * Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs). Performs other duties as assigned. Travel Required 50% or less - Travel is required within the U.S. to conduct monitoring reviews and provide technical assistance to grantees.
