The ideal candidate will have excellent communication skills, both written and verbal, and will have excellent skills researching and analyzing laws and regulations. Additionally, they must have the ability to professionally and objectively facilitate and navigate engagements and discussions while collaborating with internal and external partners.

The policy team is charged with researching and analyzing federal and state laws, rules, and guidance and developing and issuing state policies and guidance that promote effective and cohesive program administration and compliance for our internal and external customers. As a senior policy analyst, you are responsible for serving as a subject matter expert in daily assignments that involve developing and revising state policies and guidance and responding to policy inquiries in order to promote compliance and provide the best outcomes for customers. You will serve as a workforce subject matter expert on policy matters pertaining to U.S. Department of Labor-funded programs affiliated with the WorkSource (one-stop) system as well as state-funded workforce programs administered by the Employment Security Department. You will work with other policy analysts and collaborate with workforce monitoring, grants management, fiscal management, data/performance, and information technology staff as part of a state-level administrative oversight team. You will also contribute your subject matter expertise to the bill analysis and fiscal note process during state legislative sessions.  You will further represent the agency on external and internal boards, commissions, committees, and task forces that require policy representation.  This is a full-time/permanent position that is primarily telework but may need to attend occasional in-office meetings or events and requires periodic travel as necessary.

Working with other internal ESD divisions and external partners and stakeholders, you will be relied upon to proactively analyze federal and state workforce laws, rules, and guidance and publish new and updated state system and program policies to provide better outcomes for customers. You will provide policy consultation to internal and external stakeholders on workforce issues to assess impacts and policy implications by engaging with committees, work groups and task teams and by developing issue briefs and other written products.

Some of what you'll be doing:

  • Serve as a senior-level workforce policy consultant to unit, division, and executive management on policies, processes and procedures.

  • Provide formal and informal technical policy advice to agency management, staff, external partners, and the public.

  • Develop and articulate policy positions from a wide range of stakeholder perspectives and articulate policy options and recommendations.

  • Conduct complex research and analysis in order to design system and program policy.

  • Interpret complex laws, rules and guidance in order to develop conforming state policies and procedures.

  • Independently carry out high-risk, high-profile initiatives and projects that may impact significant/fundamental public services.

  • Implement continual processes, standards and schedules for reviewing and updating workforce program policies.

  • Prepare issue briefs and present findings to stakeholder groups and senior management.

  • Help draft bill language for and prepare testimony to legislative committees and workgroups.

  • Bachelor's degree in business or public administration, accounting, finance or a closely related field, AND four (4) years of professional experience in business/public administration, accounting, auditing, finance, program/policy analysis or economic operations.

OR

  •  A combination of education and/or relevant experience equivalent to eight (8) years.

NOTE: A Master's degree or equivalent in a Ph.D. program in business or public administration, accounting, finance or a closely related field will substitute for two (2) years of the required experience.

Preferred:

  • Prior experience with federal and state Workforce Innovation and Opportunity Act (WIOA) one-stop system program statutes, regulations, guidance, and policy.

Additional Requirement of Employment:
