Iowa Workforce Development (IWD) is recruiting a Workforce Program Coordinator. Domicile will be determined based on the selected candidate's nearest IowaWORKS center location.

Primary Responsibilities: As a Program Coordinator and under the general direction of the Title I Bureau Chief the Workforce Program Coordinator will perform functions that are imperative to the planning, development, and successful delivery of programs, including Workforce Innovation and Opportunity Act (WIOA) Title III Wagner-Pesyer Employment Services, Work Opportunity Tax Credit (WOTC) and Foreign Labor Certification (FLC). You will collaborate with other Workforce Services Division Workforce Program Coordinators, FLC Workforce Advisors and WOTC Clerk Specialists. Interpret federal and/or state legislation, regulations, and policy to establish state policies governing the programs; may draft administrative rules, policy statements and procedures for this purpose.

The Program Coordinator will analyze developments in state and federal legislation and regulations to assess impact on current program operations and to formulate strategies to ensure program compliance with state and federal requirements and provide guidance on establishing or revising policies. Track budgets and allocation formulas, as needed. You will use data and spreadsheets to prepare required program reports for federal and state officials; may also develop special reports as needed.

Drafts Iowa Workforce Development department responses for the United States Department of Labor (U.S. DOL) and other government entities. The successful Program Coordinator will assist with administration functions in relation to the data management system and coordinate and submit data and performance reporting within the Workforce Services Division; analyze data and performance and make program and policy recommendations based on outcomes and trends.

In this position you will conduct monitoring and oversight activities as prescribed or as needed to ensure compliance with program requirements from the U.S.DOL and to ensure program delivery effectiveness. You will develop and review statistical measures; continuously strives to identify ways to streamline and simplify procedures and processes. Requires corrective action as necessary; evaluates and resolves operational issues.

Coordinates and completes monitoring reviews, as required. In this role you will serve as the primary source of technical assistance and training for operating entities and staff. You will facilitate meetings and training sessions designated to enhance the ability of program-specific operations.

Respond to written and verbal requests for information from program staff, participants, partner agencies, or other program constituents. Initiates and provides technical assistance and policy clarification. Create and implement tools and guides; prepare reports and program analysis for operating entities that encourage and assist them in meeting planning objectives.

Attend meetings and conferences as request, make presentations to Department Administration, operating entities, employers, and staff. Assist IWD Workforce Services Division in completing duties as needed. Travel will be required as needed.

Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis; OR an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years; OR an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years; OR current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
