This position is located in the Department of Labor, Employment and Training Administration (ETA), Office of Job Corps (JC), San Francisco, CA office. Upon return to work guidance, due to the COVID pandemic, the incumbent will report to the office. The JC provides Federal contracts and technical assistance to State and local levels that provide workforce development services to various adult and youth populations.

This position is inside the Bargaining Unit.

  • Maintains partnerships with business and education; and engages businesses and other partners in regional collaborative opportunities and workforce initiatives.

  • Interprets and disseminates information on various workforce development policies and regulations.

  • Develops, implements and maintains workforce development programs; provides coordination for occupational skills training.

  • Develops, implements and maintains methods for evaluating and monitoring program performance.

  • Reviews fiscal records for accuracy and compliance with the budget.

  • Knowledge of and skill in applying a wide range of grants and contracts principles and concepts sufficient to provide comprehensive advice to management and clients.

  • Ensures compliance of programs with regulations and contract agreements; analyzes expenditures.

  • Participates in the development and coordination of various workforce development programs.

  • Develops, implements and maintains workforce development programs.

  • Researches, compiles and analyzes information and data to use in program planning.

  • Interprets and disseminates information on various workforce development policies and regulations.

  • Knowledge of and skill in applying a wide range of work force development principles, concepts and methods to workforce programs, activities and operations sufficient to sufficient to solve a wide range of complex and interrelated workforce problems and issues.

  • Performs such other related duties as may be assigned.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and actual experience to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must meet all of the below specialized experience.

Specialized experience is defined as: reviewing and evaluating proposals, and other documents for technical accuracy; analyzing, interpreting, and/or reporting on data related to contracts, or other matters to identify opportunities for improvement; conducting reviews and analyses of workforce development programs sufficient to identify violations and areas of concerns and to make sound recommendations for appropriate changes to or improvements in the workforce program/project; AND Interpreting and applying Federal laws, regulations, and other requirements to grants and/or contracts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


There is no substitution of education for the required specialized experience.
