Job Summary

Job Summary

The purpose of this position is to provide non-supervisory lead work to:

  • Coordinate and plan the delivery of Basic Career Services to job seekers across multiple programs operated by Job Service including Wagner-Peyser, WIOA Youth, Adult, and Dislocated Worker programs, State Dislocated Worker, MFIP;

  • Plan and provide labor exchange services to employers;

  • Represent the Wagner-Peyser program on the local Workforce Development Board (WDB) and subcommittees;

  • Represent the WorkForce Center on regional collaborative efforts such as WDB regional planning, tri-state planning, regional job fairs, etc.;

  • Schedule Job Service employees to provide services to job seekers, facilitate workshops, and provide orientations to UI applicants;

  • Act at the lead instructor for job search workshops;

  • Advise management and recommend improvements for WorkForce Center operations

JOB DUTIES:
1.Act as Lead Worker by scheduling staff to provide Basic Career Services to job seekers, cover the reception desk, conduct orientations at UI-RESEA groups; and coordinating staff training, certification and coverage for Resource Area and/or Reception desk functions of the WFC.
2.Act as the lead coordinator, trainer, coach and mentor for instructors of Creative Job Search and other workshops such as Resume Writing, Interviewing, Social Media, and more.
3.Provide Basic Career Services (as defined in WIOA) to job seekers by developing and facilitating workshops and meeting with job seekers 1:1 in person or virtually. Tailor and customize workshops and services to meet the needs of the local area and customer.
4.Conduct other group sessions such as WorkForce Center orientations, intake sessions for special programs, testing sessions for the National Career Readiness Certificate, or for other information sharing or intake purposes.
5.Represent the Winona WorkForce Center on regional collaborative programs such as tri-state workforce planning, Pathways to Prosperity grants, regional job fairs, regional Workforce Development Board (WDB) programs, and more.
6.Represent the Wagner-Peyser program on the Local Workforce Development Board.
7.Lead business outreach, support, and consultation locally and regionally.

Qualifications

Minimum Qualifications:

  • Two (2) years professional work experience in career placement, career coaching, workforce development or employment and training programs.

  • A solid understanding of Minnesota's workforce center system and programs, including work with public workforce development agencies and related non-profit organizations.

  • A demonstrated record of customer service is required, which includes the ability to relate to persons on all levels with patience, tact and understanding.

  • Experience working as a team lead.

Preferred Qualifications:

  • Knowledge and experience working with diverse population and high disparities in the community

  • A Bachelor's degree is preferred.

  • Experience in facilitating career workshops is a plus

Test solutions may be in-circuit test (ICT), functional test (FCT), environment stress screening systems (ESS) or support systems for these developments. Essential Functions and Competencies * Focus on test generation and documentation, for product test solutions using standard test platforms or wholly custom test developments, to provide manufacturing solutions that meet both the customers' requirements and the Benchmark manufacturing support groups' requirements. * Develop proficiency on at least one platform. * Perform evaluation of quality measurements on a tester/fixture development in accordance with a validation plan. * Create documentation related to a tester/fixture design project. * Contact and work with test component vendors. * Follow project plan and report project status to leadership. * Assist in project proposals and associated cost estimates. * Understand and contribute, as able, to test strategy development discussions on customer team(s). * Work with internal manufacturing support groups to understand the requirements of the production environment. * Assist with design for testability reviews; Create necessary documentation. * Work with Sustaining Test Engineering to effectively transition test solutions to production. * Learn and begin to work with advanced technologies (Boundary Scan, ISP, embedded test, etc.) as needed and under specific direction. * Develop an understanding of Design for Testability philosophy and promote with customers. * Communicate with customer technical personnel regarding basic test issues. * Communicate technical challenges and work with peers to implement solutions. * Participate in test strategy development discussions on customer team(s). * Develop day-to-day project activity organization in accordance with test development procedures, including financial planning and review of financials as part of a project post-mortem. * Participate in a continuous improvement activity with complete documentation, including a follow up review with the team in a presentation format. * Perform design for testability reviews; Create necessary documentation. * Develop an understanding of test strategy planning and promote with customers. * Focus on test generation and documentation at an intermediate level, for product test solutions using standard test platforms or wholly custom test developments, to provide manufacturing solutions that meet both the customers' requirements and internal manufacturing support groups' requirements. * Work with Project Managers in all relevant aspects of test development to ensure design solutions are completed on schedule, on budget and meet the design intent. * Communicate with customer regarding technical test issues. * Work with internal manufacturing support groups to understand the requirements of the production environment and to effectively transition test solutions to production. * Participate in development of advanced test technologies. * Provide research and development for new methods of testing and utilizing automated test equipment. * Maintain proficiency on at least one platform.
