This work unit exists to support the Denver Workforce Development System including the Workforce Innovation and Opportunity Act (WIOA) and Temporary Assistance for Needy Families (TANF) operations in addition to all programs and services provided under the One-Stop system to job seekers and employers. These programs and services include an array of Federal, State and Locally funded programs and discretionary grants, career readiness services, and business services activities. Specifically, this unit will assist the One-Stop Operator and all funded vendors to improve quality, safety, and reduce operational risk exposure through performance improvement processes and meeting regulatory and accreditation requirements.
This Senior Workforce Policy / Equal Opportunity Analyst position, you will work with the Denver Workforce Services and Continuous Quality Assurance teams to facilitate, plan, consult, educate, reduce barriers, and support managers and staff as they incorporate principles of continuous quality improvement to multiple quality/risk related functions. The primary functions of this position will be to serve as the Policy Analyst, which includes being the Complaint and Equal Opportunity Officer for the Denver Workforce System. You will travel to various Denver Workforce vendors' offices throughout the Denver Metro and provide support to the areas of quality control, data integrity, evaluation and facilitation.
Additionally, in this position, you will:
Develop policies, processes, and procedures in collaboration with program subject matter experts, and ensure that such policies are updated and disseminated to workforce services and its contracted service providers.
Serve as Denver Workforce Services Equal Opportunity, Complaint and Compliance Officer to ensure equal access to all services provided by the Denver Workforce System.
Serve as the liaison between the workforce system and the Colorado Department of Labor and Employment (CDLE) regarding policy, complaint, and equal opportunity information and other areas of subject matter expertise.
Works closely with the DWS leadership team on initiatives directly related to business improvement and program administration to ensure compliance of state and Federal measures.
Reviews policies and procedures from grantors and develops localized policies to ensure clarity, understanding and compliance.
Collaborate with internal team and partner agencies to ensure applicable laws, rules and regulations are being followed.
Along with Manager, serves as lead point of contact for all grant monitoring and audit activities.
Collaborate with Workforce team members to develop, update and monitor quality management plans for effectiveness and efficiency for the Denver Workforce System.
Cultivate, foster, and maintain positive working relationships to better provide service for customers, both internal and external.
Act as a technical data SME for colleagues, providing quick and expert knowledge on the various programs and guidance as well as the stories the data and trends tell.
Develop and provide accurate reports that help a variety of users measure performance, quality and success of tasks and projects.
Research best practices, trends, historical/current data, laws, policies, and methods of various programs to provide assessments on existing and potential problem areas. Analyze and utilize these findings to develop solutions, proposals and presentations for staff and leadership.
Participate during recommendation implementations, relying on expertise to provide advice, technical assistance and further recommendations during the process.
Regularly prepare written reports that summarize research, analyses, recommendations, and implementation strategies.
Assist leadership with special projects as needed, to include: data and privacy management and financial, operational and administrative studies.
Our Ideal Candidate has:
Experience in working with program related Equal Opportunity Laws in a workforce development, economic development, human services, or closely related environment
Experience working in a workforce development, economic development, human services, or closely related environment
Excellent communication/presentation skills both written and verbal along with the ability to communicate data and policy to a variety of different audiences
Ability to work under pressure with strict deadlines
Experience writing, developing, and analyzing policies, processes, and procedures, and interpretating written guidance to ensure programmatic success
Experience with Workforce Innovation Opportunity Act (WIOA) performance and outcomes
Experience with Trade Adjustment Act (TAA) programs, performance and outcomes

Education requirement: Bachelor's Degree in Business Administration, Public Administration, Finance, Management, or a related field.
Experience Requirement: Three (3) years of progressively responsible professional experience in administrative, management, and operational analysis work which must have included analyzing management problems and recommending solutions and implementation strategies.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
