Job Responsibilities

Job Purpose:

The Workforce Development Coordinator demonstrates the importance of the creative sector as a workforce and economic catalyst in South Carolina. They work with grantees, artists, educators, and organizations on statewide initiatives across the three areas of focus for the SC Arts Commission (Arts Industry, Arts Learning, and Artist Development). They will work under the supervision of the Arts Industry Director and serve as a member of the programs team.

Duties and Responsibilities:

Workforce Development Coordinator

  • Administers short and long-term planning goals and guidelines for SCAC assigned grant categories in accordance with agency mission, values, and strategic plan.

  • Generates MOUs, negotiates agreements, and creates and negotiates contracts for programs/projects in accordance with established policies and procedures.

  • Works closely with consultants contracted to provide training and services to constituents; contracts and works with evaluator(s) to design and implement evaluation of project activities.

  • Provides feedback, serves as primary contact, and gives pre and post award assistance for grantees.

  • Develops partnerships and assists with communication between participating organizations and entities.

  • Represents SC Arts Commission at local, statewide, and national cultural activities, meetings, and conferences.

Arts Industry Assigned Grants

  • Emerging Arts Leaders, Arts Leaders Development

  • Responsible for answering initial questions for interested applicants.

  • Initiates outreach to arts leaders and arts organizations to share information about grant opportunities.

  • Facilitates workshops/presentations about grant opportunities throughout the year.

  • Provides special outreach for SCAC Opportunity Counties.

Arts Learning Assigned Programs

  • Manage the programmatic content, professional development, and communications for a Creative Careers Studio, a virtual and programmatic platform to support high school students who are interested in creative or artistic fields.

  • Coordinate the statewide partnerships related to the Career and Technology Education (CATE) Arts Industry Credentials Development.

Artist Development Grants

  • Artist Business Initiative, Artist Business Initiative Alumni

  • Responsible for answering initial questions for interested applicants.

  • Initiates outreach to artists who are growing their arts-based businesses to share information about the grant opportunities.

  • Facilitates workshops/presentations about grant opportunities throughout the year.

  • Provides special outreach for SCAC Opportunity Counties.

Artist Development Programs

  • Manage the programmatic content, professional development, and communications for Artist Entrepreneur Incubator, a professional learning cohort for artists interested in learning about various aspects of developing and managing an arts-based business.

Other Duties as Assigned

  • Participates in agency strategic planning.

  • Collaborates closely with other agency programs and departments.

  • Fulfills other duties consistent with supporting agency projects, programs, and events.

Knowledge, Experience, Skills, and Abilities:

  • Experience equipping high school students with the skills, knowledge, and resources necessary to pursue successful careers within the creative industries.

  • Experience designing and implementing professional development opportunities for artists, arts professionals, and arts educators.

  • Experience working in diverse capacities with people who represent a broad spectrum of socio-cultural and socio-economic positions.

  • Experience in facilitating group processes (i.e., panels, community meetings, learning experiences), both in person and virtual.

  • Experience working in Rural Communities.

  • Experience in conducting needs analysis/assessments, long-range planning, and strategic planning.

  • Experience working in grant allocation programs and a general understanding of fundraising.

  • Experience in explaining complex processes to various stakeholders.

  • Strong organizational skills and ability to work on multiple projects.

  • Excellent communication skills: ability to interpret and analyze narrative, budget, and statistical information and to convey such information effectively using written, graphic, and oral communication.

  • Excellent self-management of time and work.

  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint), cloud-based database and project management technologies, internet research, and video conferencing platforms.

  • Ability to develop partnerships, nurture collaborations, and to work within the confines of a government entity.

  • Ability to establish and maintain positive relationships and communicate in a professional manner with agency executives, staff, board, funders, governmental officials, and the public.

  • Ability to take initiative and consistently meet deadlines.

  • Ability to negotiate and exercise excellent judgment and discretion.

Minimum and Additional Requirements

  • A Bachelor's degree* and three (3) years of experience in the assigned programmatic arts area.

  • Punctuality, regular attendance, and adherence to daily work schedule are essential.

  • Overnight travel, evening, and weekend work is sometimes required, as well as light lifting and long periods of sitting.

  • The employee may be required to operate a state vehicle; must possess and maintain a valid S.C. driver's license.

  • Employment is contingent upon the results of a favorable reference check and a criminal background check, which includes information from the S.C. Law Enforcement Department (SLED).

  • Degree must be from an institution of higher learning recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

A Bachelor's degree* in an arts discipline, arts administration, arts education, public administration, or business administration and five (5) years of professional experience in arts management, arts-based workforce development, arts and arts education program development, or related areas. The ability to speak Spanish is a bonus. An equivalent combination of training and experience may be substituted for the degree.

  • Degree must be from an institution of higher learning recognized by the Council for Higher Education Accreditation.
