Overview

Worker Safety & Health (WS&H) in partnership with Pacific Northwest National Laboratory (PNNL) National Security Directorate, and the support of the Atmospheric Radiation Measurement (ARM) Aerial Facility (AAF) is hiring this new position. The WS&H group manages the PNNL aviation safety programs. The Unmanned Aircraft System (UAS) Aviation Subject Matter Expert (SME) position reports to the WS&H group and supports research directorates using UAS through purchase and contract reviews, collaboration in planning for safe and secure work, and development of implementing programmatic documents in compliance with UAS requirements.

The PNNL WS&H portion of this position includes the following:

  • Primary investigator for all UAS aviation mishaps, incidents, and off normal events.

  • UAS Aviation SME is responsible for advising and coaching all PNNL programs and projects on the procurement and use unmanned aviation assets inclusive of all contracted unmanned aviation assets.

  • Conducting assessments of Foreign Airlines and field assessments of UAS operations.

  • Maintain compliance with National Defense Authorization Act UAS procurement, use, and reporting.

  • PNNL's primary liaison with other DOE laboratory aviation safety programs and delegate liaison with the FAA, NTSB, federal agencies, and other national laboratories for aviation matters.

The National Security Directorate work includes the following:

  • Provide technical expertise in the development, operation and implementation of security systems, operational security, nuclear material safeguards, vulnerability assessments, risk analysis, security policy, and critical infrastructure protection.

  • Apply specialized knowledge of equipment and technologies deployed for physical security, WMD counter-proliferation, and interdiction operations.

  • Develop and implement training, exercises, procedures, logistics strategies, concept of operations, planning, and assessment techniques and tools associated with the deployment, operation, maintenance, and sustainability of these systems.

  • Conduct assessments, evaluations, and analysis of these systems to support troubleshooting, forecast reliability and sustainability challenges, and identify opportunities for technological or operational enhancements.

  • Utilize breadth and depth of knowledge related to national and international safeguards and security policies and guidelines in the development and implementation of security strategies.

  • Serve as a technical subject matter expert for procurement, installation, and maintenance of integrated systems, including identification of R&D opportunities associated with next generation security systems, counter-proliferation, and interdiction technologies.

The role will also support the PNNL ARM/AAF as an advisor to the aviation manager on AAF aviation safety. This position also encompasses a delegate pilot position for the AAF Challenger 850. In this capacity position is responsible for:

  • Pilot duties in the Challenger.

  • Maintaining current training and qualifications associated with pilot duties.

  • Review and input on all AAF aviation programs and manuals.

  • Consultation on campaign site selections, facilities, potential hazards and mitigations.

Responsibilities

Develops and implements programs, policies and procedures for safe and secure use of UAS. The professional monitors potential hazards and assists in developing and implementing control strategies. Periodically reviews the organizations standards in accordance with regulations and contractual requirements. Ensures that quality control procedures are implemented according to applicable regulations. Maintains professional knowledge of existing and proposed changes in applicable regulations. Responsible for evaluating and approving material and equipment requisition, new and modified processes and non-routine work.

Qualifications

Minimum Qualifications:

  • BS/BA and 9+ years of relevant work experience, -OR-
  • MS/MA and 7+ years of relevant work experience.

Preferred Qualifications:

  • Demonstrate an understanding of the aviation mishap investigation process, emergency preparedness, aviation safety and human factors.

  • Demonstrate knowledge of regulations and standards relating to aircraft operations.

  • Demonstrate a good understanding of aviation Safety Management Systems and/or the ISBAO system and protocols.

  • Have familiarity with Unmanned Aerial System operations and regulatory environment.

  • Have a 1st class FAA medical certificate.

  • Have a valid aeronautical Radio Telephone Operators permit.

  • Have a valid and current passport.

  • Advanced Degree in Aviation.

  • Military crew served jet experience.

  • Military department level experience.

  • Experience flying Part 25 jet aircraft (or equivalent) at 1,000' AGL and below.

  • Experience in aviation operations, maintenance operations and practices.

  • Basic understanding of the FAA modifications of aircraft process.

  • Experience working with Safety Management Systems, ISBAO certifications, and management of safety programs.

  • Experience in positions of authority and making difficult decisions.

  • Have a good understanding of helicopter capabilities and operations.

  • Have excellent communication skills and good public speaking/presentation skills.

  • Demonstrated history of leadership success in small to large organizations.

  • 1,500 hours of multiengine turbine time.

  • 1,000 hours of pilot in command time.

  • Have formal education/training in aviation safety and have two years of experience as an aviation safety professional.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
