Position Title Work Control Manager

AECOM is seeking a Work Control Manager for the Bluegrass Chemical Agent Destruction Pilot Pant project located in Richmond, KY.
Typical Responsibilities Include:
Perform all work safely and with the utmost concern for the safety of self and other employees.
Perform all work in compliance with environmental permits and regulations.
May be required to work overtime or varying hours to include shift work.
Be at work when scheduled and maintain a good attendance record.
Work in close proximity to and or in a chemical demilitarization facility.
Assign, supervise and direct work activities of assigned personnel.
Responsible for performance evaluations of assigned personnel.
Responsible for training and development of assigned personnel.
Counsel assigned personnel on company policies, procedures, performance and personnel issues.
Initiate and justify personnel actions and recommend salary adjustments.
Coordinate with various departments to achieve optimum utilization of plant resources and effectively achieve production process improvements through usage of industry standard methodologies.
Lead efforts in development and improvement of key metrics and performance measurement.
Coordinate and participate in a team-based environment developing and implementing plans, schedules, and procedures that accomplish plant goals.
Provide technical interface in all phases of facility construction, commissioning, systemization, startup, operation, and closure.
Review and study technical data packages as well as regulations and directives to determine implications on plant operation with respect to environmental, safety and health compliance and production.
Interface with various departments to create, revise, update, and analyze critical path method, bar chart, and fragnet schedules to meet production and work objectives.
Participate in monitoring equipment changes, subsequent tests and determine solutions if equipment operations are not acceptable.
Ensure the timeliness and accuracy of oral and written technical reports.
Monitor assignments to ensure they are within the agreed scope, schedule and budget and that the work is being performed to outlined policies and expectations.
Work directly with the Support Services Manager to ensure all functions for respective functional areas are executed with timely and consistent quality performance.
Advise the Support Services Manager as to status of assignments with respect to schedule, budgets, delays, and design issues that affect plant goals and objectives.
Assist the Department Managers with providing direction to plant organizations during the life of the project in the form of goals and objectives, policy and procedures, and priorities and constraints that must be met.
Assist the Department Managers with defining the resources and methods needed to achieve production objectives and goals.
Periodically review work performed for attainment or obtainment of objectives, policy compliance and priorities, effective coordination, technical adequacy and responsiveness to upper level management guidelines.

BGCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol testing and medical examination.
All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. Respiratory screening and the ability to wear PPE (Personal Protective Equipment) may be required for this position. The ability to obtain/maintain access to the Blue Grass Army Depot is required.
Must be a United States or naturalized citizen able to obtain and maintain Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) site access
Must be computer literate in common software applications and able to operate general office equipment
Must maintain fitness-for-duty standards to perform the essential functions of the position, to include any depot or BGCAPP drill, contingency and/or emergency requirement
Background and demonstrated competency in management of work control, planning and scheduling, cycle planning
Thorough knowledge of planning/scheduling tools and resource management of operations and maintenance personnel
Excellent communication skills
Strong organizational skills with ability to coordinate and prioritize projects
Experience regarding preventive maintenance and surveillance testing implementation
Experience in work order planning
Experience in using a computerized maintenance management system
Experience in work execution in a complex operational environment
Experience in schedule development
Experience working in a toxic or hazardous materials environment
Experience working on Government projects
Thorough knowledge of a variety of operating activities such as purchasing, materials, production processes and engineering
Experience in a senior operations position
Knowledge regarding the theory and operation of chemical demilitarization systems
Ability to discuss operational challenges and their solutions with BGCAPP and project management team
Experience in a disciplined operations (conduct of operations) environment
Experience establishing a work management team
Working knowledge of earned value management system
