Under direction, to manage a work center responsible for in-house maintenance, repair, construction, and alteration of County property and facilities.

Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Determines the priority of work assignments, based on the availability of resources within the work center, to meet customer requirements in a timely and effective manner;

  • Investigates work sites, customer needs, and environmental conditions to determine workable solutions for job requirements and feasibility of work plans;

  • Reviews contract specifications and enters into standard County contracts for the purpose of facility maintenance and other related work;

  • Uses a variety of tools, including computer software packages, to meet specific technical needs during the process of completing a project;

  • Follows guidelines for personnel actions, including hiring, training, staff development, and evaluation;

  • Provides technical expertise and feedback, identifies potential problems with work plans, and participates in estimating guidelines;

  • Participates in the administration of work plans and provides the final inspection of work performed by contractors and County employees;

  • Monitors and assures overall employee and workplace safety; conducts or monitors regularly scheduled safety meetings;

  • Prepares reports and correspondence;

  • May maintain hazardous materials logs and/or direct the activities of subordinates that handle hazardous materials;

  • May be assigned as a Disaster Service Worker (DSW), as required*;

  • Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:

Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to possession of a high school diploma or equivalent;

and

The completion of a recognized apprenticeship program or four (4) years of equivalent training and/or experience in one or more of the following areas: building inspection, carpentry, electrical, elevator machinery, HVAC/R, locksmithing, painting, plumbing, roofing, stationary engineering, tile setting, low-voltage repair, general building and equipment maintenance, and/or voice and data cabling installation;

and

Two (2) years of full-time experience at the journey level performing facilities maintenance and services, of which one (1) year includes lead and/or supervising duties.

Special Requirements

  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

Knowledge of:

  • Principles and techniques of management and supervision, which may include personnel motivation, training, and staff development;

  • Principles and practices of budgeting and fiscal management necessary to develop spending plans and evaluate funding sources;

  • Building and trade codes, permitting requirements, and ordinances;

  • Methods of safety audits, inspections, and reporting;

  • Building trades that meet the needs of the County to carry out the maintenance, repair, construction, and alteration of the County's property and facilities;

  • Contract administration procedures;

  • Common computer systems, applications, and other trade-specific programs;

  • At least one of the following areas: building inspection, carpentry, electrical, low-voltage repair, elevator machinery, general building and equipment maintenance, voice and data cabling installation; HVAC/R, locksmithing, painting, plumbing, roofing, stationary engineering, or tile setting.

  • English usage, style, grammar, punctuation, and spelling;

Ability to:

  • Plan, organize, and analyze a program of building operations that effectively utilizes all available resources to attain program objectives;

  • Identify and prioritize competing maintenance needs to optimize resources and still meet customer requirements;

  • Plan, schedule, and assign workloads clearly and effectively;

  • Develop and motivate a diverse staff of professional and trades personnel;

  • Utilize customer service principles to create effective working relationships with a variety of customers, including peers in other agencies, department heads, and officials of other organizations;

  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;

  • Prepare and review reports and budgets;

  • Establish and monitor maintenance and repair program objectives, priorities, and policies;

  • Consult with and advise customers on the status of work center assignments;

  • Participate in the development of short and long-range budget plans that accurately reflect work center needs;

  • Perform journey level tasks associated with at least one of the following areas: building inspection, carpentry, electrical, low-voltage repair, elevator machinery, general building and equipment maintenance, voice and data cabling installation; HVAC/R, locksmithing, painting, plumbing, roofing, stationary engineering, or tile setting.

Physical Requirements

  • Perform a variety of manual tasks that require an ability to stoop, bend, kneel, climb, twist, push/pull, lift, drag;

  • Carry materials and objects weighing up to 60 pounds.
