The State Council of Higher Education for Virginia (SCHEV) is the coordinating body for the nation's preeminent system of postsecondary education. SCHEV is responsible for: developing and promoting an educationally and economically sound, vigorous, progressive and coordinated system of higher education; facilitating collaboration among postsecondary institutions that enhances academic quality and operational efficiency; developing and submitting recommendations to the executive and legislative branches on budgetary and policy matters; and providing advisory and/or regulatory guidance to the institutions.

In 2021, SCHEV developed, Pathways to Opportunity: The Virginia Plan for Higher Education, which is a statewide strategic plan for addressing the Commonwealth's needs and enabling Virginians to prosper and succeed. The plan provides a roadmap for Virginia to be the "Best State for Education" by 2030. To do so, the plan's goals of equitable, affordable and transformative higher education must be achieved.

Position Overview

The Virginia Talent + Opportunity Partnership (V-TOP) is a collaborative effort between the State Council of Higher Education for Virginia (SCHEV), the Virginia Chamber of Commerce, the Virginia Business-Higher Education Council (VBHEC) and Virginia colleges and universities. This unique-in-the-nation program is focused on significantly increasing the number and quality of work-based learning opportunities for Virginia students (paid internships, co-ops, apprenticeships, project-based experiences, etc.). About the Position

The Work-Based Learning Analyst is a newly created role at SCHEV, presenting opportunities for the selected candidate to contribute to the upcoming program expansion. This position is considered an excepted position with a contractual agreement.

The selected candidate will report to the Assistant Director of Innovative Work-based Learning Initiatives (the V-TOP director) and will work in person at the SCHEV office in downtown Richmond, VA. SCHEV seeks a dynamic individual to fill the position of Work-Based Learning Analyst. The incumbent will be responsible for assisting with the state agency's management and coordination of the Innovative Internship Fund and Program (IIF&P), as created in 2019 in statute (see Va.

Code § 23.1-903.4), which expands paid and credit-bearing opportunities for student internships and other work-based learning opportunities in collaboration with employers. The IIF&P is known externally as the Virginia Talent + Opportunity Partnership (V-TOP).

On behalf of the SCHEV Council (board), the agency director and V-TOP leadership, the Work-Based Learning Analyst will contribute to the back-end operations of this $12 million statewide initiative. The incumbent will apply their knowledge of data collection and analysis of internship and work-based learning efforts using primary sources from the SCHEV Policy Analytics database in alignment with state and federal regulations and secondary reporting data sources such as the contracted statewide staffing agency. The Work-Based Learning Analyst also will be responsible for synthesizing complex quantitative and qualitative information to inform strategic decision-making at the state, regional and institutional levels; assisting in developing annual reports to the state's new workforce agency and other state agencies; developing procedures and systems to ensure the accurate collection and reporting of program activities and fulfilling the goals and strategies of V-TOP; and supporting V-TOP in coordinating, tracking and evaluating statewide efforts.

Duties

In collaboration with the V-TOP team, the Work-Based Learning Analyst will be responsible for but not limited to:

  • Collaborating with colleagues from SCHEV's research department, the external evaluators procured by SCHEV/V-TOP, regional collaborative (contractual and non-contractual) partners, public and private institutions, state economic and workforce agencies and national educational workforce agencies to collect and analyze data that will support the progress of a statewide internship program.

  • Establishing and refining data collection and reporting processes that support internship and work-based learning practices; identifying metrics and regularly gathering and integrating data to show progress, identify challenges and inform decisions for V-TOP.

  • Preparing monthly, semesterly and annual reports, including an annual progress report that shall include information on the number of students placed in internship programs, the type of internship programs and the number and participating employers to the state's new workforce agency.

  • Identifying patterns and trends within raw data and helping present and draft outcomes narratives for reports and updates to SCHEV and other state agencies. Create and use graphs, infographics and other visualization data methods to tell a complete story of findings.

  • Developing V-TOP-specific policies and procedures that align with SCHEV's research department on data collection practices; following the record-retention policies and regulations of the Library of Virginia; and assisting V-TOP staff in following procedures.

  • Collaborating with the V-TOP team to pull data and create reports for ad hoc data requests, such as reports from V-TOP's learning management system.

  • Making recommendations on reporting practices for new and existing activities as V-TOP initiatives are developed and sustained.

Minimum Qualifications

  • Experience demonstrating the ability to develop and implement data management systems in accordance with generally-accepted data reporting principles, and federal/state data security practices and regulations.

  • Experience demonstrating knowledge, skills and abilities to design and implement data structures; experience creating queries to extract large amounts of data quickly and accurately; and experience responding to ad hoc requests for data quickly and accurately.

  • Experience demonstrating analytical skills, with the ability to recognize correlations between data, to conduct temporal and peer comparisons and develop hypotheses on patterns identified.

  • Experience communicating in writing, with demonstrated ability to develop procedures/instructions; and experience communicating verbally, with demonstrated ability to present information in a formal setting.

  • Experience providing customer service and collaborating with internal and external stakeholders.

  • Experience demonstrating the ability to direct and train others with varying levels of data management experience.

  • Experience demonstrating the ability to organize work, manage multiple projects simultaneously, and set priorities in a deadline driven environment.

  • Experience demonstrating considerable use and knowledge of Canvas, Microsoft Word, Excel, PowerPoint, Microsoft Teams or similar applications, and experience demonstrating the ability to learn new software/applications.

  • Experience in institutional research and assessment.

Additional Considerations

  • Considerable experience detailing knowledge, skills and abilities in programming/report development and writing queries, views and stored procedures.

  • Work experience which demonstrates knowledge and understanding of both transactional database and data warehousing concepts.

  • Experience demonstrating knowledge of project planning/management, and evaluation of complex technical information.

  • Experience in Virginia higher education data reporting practices, including credit and noncredit instruction.
