Amentum is seeking a dynamic Women Peace and Security (WPS) Association of Southeast Asian Nations (ASEAN) Planner to incorporate WPS principles and objectives into U.S. Indo-Pacific Command (USINDOPACOM) efforts and engagements with ASEAN; support broader USINDOPACOM strategic plans, policies, and Command battle rhythm events; and assist in mainstreaming a gender perspective into security cooperation planning and execution.

The WPS ASEAN Planner is the Office of WPS lead to incorporate WPS principles and objectives into U.S. Indo-Pacific Command (USINDOPACOM). Key duties and responsibilities include:

International Engagements Planning, Integration, and Execution:

  • Design, deliver, and integrate WPS principles and gender perspectives into USINDOPACOM's efforts with ASEAN member states in support of the USINDOPACOM ASEAN Significant Security Cooperation Initiative (SSCI) and support the implementation of the ASEAN Regional Plan for Action on Women, Peace & Security.

  • Manage all ASEAN WPS programming including knowledge management, program monitoring and evaluation, program timelines, interagency coordination, embassy coordination, collaboration with internal and external stakeholders, and coordination with ASEAN member states: Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, and Timor-Leste, in addition to coordination with the ASEAN Defense Ministers Meeting-Plus Network.

  • Manage ASEAN WPS resourcing in coordination with the Security Cooperation Administrator, the ASEAN Security Cooperation Officer (SCO), and the Institute for Security Governance (ISG).

  • Develop ASEAN WPS workshop agendas and content, and all program logistics including securing event space, drafting, and sending participant invitations, managing funding in coordination with Embassy and ISG, and delivery of workshops.

  • Develop, plan, and integrate ASEAN WPS objectives and program metrics into other WPS multilateral Operations, Activities, and Investments (OAIs), such as the Regional Military Gender Advisor Course SSCI, as well as within bilateral WPS OAIs in coordination with the Office of WPS.

  • Support WPS Planner with ASEAN WPS objectives integration into the Command's planning cycle to inform operations, to include but not limited to the Theater Campaign Plan (TCP), Theater Campaign Order (TCO), Theater Posture Plan, Country Engagement Plans (CEBs), and other USINDOPACOM strategic planning documents.

Security Cooperation Coordination:

  • Coordinate with J5 sub-regional policy offices and security cooperation officers to effectively mainstream WPS into regional and country engagement plans and within operations, activities, and investments conducted with partner nations, in coordination with the WPS SC Integrator.

  • Assist with the design, planning, and delivery of WPS security cooperation engagements led by the Office of WPS and/or in support of Component Gender Advisors/Gender Focal Points implementation.

  • Assist the Office of WPS in the development and coordination of WPS strategic messages with partner nations.

  • Assist the Gender Analyst with monitoring WPS implementation across operations, activities, and investments with partner nations, and integration into policies and plans.

WPS Coordination:

  • Coordinate with Command's Gender Focal Points to build and promote internal capabilities and with mainstreaming gender considerations within USINDOPACOM.

  • Integrate WPS principles into Key Leader Engagements and preparation, as appropriate.

  • Develop written products such as talking points, information papers, and oral presentations for Command leadership.

  • Conduct unclassified and classified research and analysis to support WPS integration in strategy, plans, and programs.

  • Assist with workshop/conference support including logistics, developing content, participating as a speaker, panelist, subject matter expert, etc.

  • Assist with WPS training and education, as well as potential representation at WPS workshops, training, activities, exchanges, etc.

  • Coordinate with internal DoD and external stakeholders to include strategic outreach and development of strategic messaging.

  • Serve as a Gender Advisor in USINDOPACOM exercises as required.

  • Shared administrative support to include calendar scheduling and management with Office of WPS; MS Teams, SharePoint, and Shared Drive folder management.

  • Shared WPS Knowledge management support to include ensuring relevant and updated materials and information are widely accessible to relevant stakeholders.

  • Participate in USINDOPACOM battle rhythm joint planning groups and other working groups as a WPS expert, as appropriate.

Minimum Requirements:

  • DoD Gender Focal Point training certification or equivalent

  • Bachelor's Degree from an accredited college or university in a related field BA or BS degree or equivalent in military experience

  • 10 years + of DoD experience.

  • 5 years' experience within Indo-Pacific; knowledge of USINDOPACOM Theater

  • Strategy and USINDOPACOM battle rhythm and processes.

  • 3 years' experience working in/familiarity with Women, Peace, and Security

  • At least 2 years working knowledge and experience with ASEAN, including coordination with member states, and understanding of ASEAN mechanisms and processes

  • At least 5 years' experience with joint doctrine, joint strategic planning, and the joint operational planning process

  • Experience with DoD security cooperation planning and programming

  • Experience working with USG interagency departments and agencies

  • Excellent oral and written communication skills

  • High proficiency in authoring analytical and/or policy documents

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Teams)

  • Ability to travel up to 25% of the time as required

  • Active Top Secret security clearance. Note: US Citizenship is required to obtain a Top Secret Clearance.

Preferred Qualifications:

  • Master's Degree from an accredited college or university in a related field

  • DoD Gender Advisor training & certification

  • Operational experience with deploying as a DoD Gender Advisor in crisis response

  • Knowledge of gender issues and the ability to apply knowledge to strategic and/or practical situations, including analysis of projects from a gender perspective

  • Ability to manage projects independently, as well as on a team

  • Ability for creative thinking and developing "out of the box" solutions

  • Proficiency at cross-cultural communication

The salary range for this position is $150K to $160K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
