As a WIOA (Workforce Innovation and Opportunity Act) Business Specialist, you will connect with local employers and help them hire and train workers who face challenges in finding jobs, especially those who are part of the Economic Security for All (EcSA) initiative. This role is located in Sequim, WA at WorkSource Clallam and offers a hybrid schedule of 1 day a week of remote work upon successful training period completion with the remaining days of the week reporting to the WorkSource Clallam office working in the communities of Clallam and Jefferson Counties, WA.

Some of what you will do:

  • Contact businesses to identify recruitment and retention needs as well as work-based learning opportunities for both businesses and job-seeking customers.

  • Conduct outreach to targeted BIPOC business customers to inform, educate, and coach about services and resources and to understand and define business needs.

  • Conduct business & employee needs assessment and perform job development to promote the hiring of program participants.

  • Develop, arrange funding for, and monitor subsidized work-based learning opportunities to support Incumbent worker training, paid work experiences (Internships), and paid on-the job training OJT's).

  • Conduct in-person and remote community outreach to market program services and benefits, identify viable partners, build strategic partnerships, and develop effective working relationships.

  • Review and interpret state and federal rules and regulations, ensure all State and local policies and procedures are understood, followed, and design/deliver related training.

  • Provide individualized recruitment, placement, and retention services to Community Reinvestment EcSA Businesses to support successful hiring and retention of talented individuals.

  • Collaborate with employers to enhance their approach to hiring entry level workers, develop upskill, backfill strategies, work experience, on-the-job training, and unsubsidized placement opportunities.

  • Speak to employer and community groups as part of program and system outreach and marketing plan as well as to support effective facilitation of services.

  • Monitor program and/or local contract performance using local, and agency reporting systems and create and disseminate reports as required by supervisors and managers.

Required:

One year of experience as a WorkSource Specialist 4 within the Employment Security Department, or in an equivalent class with another state's Employment Security agency.

OR

A Bachelor's degree in social science, education, human resources, business administration or related field, and four years of professional level experience, in workforce development, social or human resource services, public relations, or professional public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, and insurance claims including one year as a designated lead worker for workforce development.

OR

A combination of education and/or relevant experience that totals no less than eight (8) years.

Preferred Qualifications:

  • Strong knowledge of State EcSA initiative, WIOA regulations and workforce development programs.

Education to Experience Equivalences:

Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years

Additional Requirements of Employment:

  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
