JOB DUTIES:

The incumbent will function as the state level Program Manager for the Workforce Innovation and Opportunities Act (WIOA) Adult program; responsible for all aspects of grant expectations and deliverables and ensures that services are in accordance with federal regulations. The WIOA Adult Program Manager is primarily responsible for coordinating and ensuring that WIOA Adult services are provided by Job Service Montana throughout the state by executing the following:

  • Analyzes funds and monitors spending throughout the year and makes recommendations for staying within allocated budget.

  • Develops reports/audits to assure the plan maintains appropriate budget uses by applying fiscal management techniques.

  • Develops and implements statewide network for communicating program information, data and other assistance.

  • Coordinates training of staff to deliver WIOA Adult services and provides ongoing technical training to understand program requirements, updates and appropriate policy and procedures.

  • Owns development and modification of the Montana WIOA state plan and grant application.

  • Solicits and reviews training providers' applications for admission to Eligible Training Providers List (ETPL).

  • Adds and inactivates ETPL as appropriate; Requests and maintains annual performance data from providers.

  • Regularly reviews ETPL for compliance with policy and federal regulations.

  • Updates costs and program descriptions as needed.

KNOWLEDGE, SKILLS AND ABILITES:

If you are the right person for this opportunity, you will have the following knowledge, skills or abilities:

Knowledge of (or ability to learn in a reasonable amount of time):

  • Federal workforce programs, especially the Workforce Innovation and Opportunity Act (WIOA).

  • Federal workforce program reporting requirements, workforce performance indicators, workforce program evaluation, and WIOA Adult-specific performance indicators.

  • Principles of program administration, policy development, and context of state and federal laws, rules and regulations and performance measures.

Ability to:

  • Analyze interpret and apply complex policies, data and results.

  • Work effectively in a team environment and demonstrate initiative and accountability to maintain a high level of productivity independently.

  • Translate federal guidance into tangible program processes and service delivery.

  • Technical writing skills, especially the ability to draft grant proposals, policy, operational guidance, and other written work for diverse audiences.

  • Partner effectively and productively in an environment of diverse teams.

  • Build trust across teams and foster strong relationships in a remote working environment.

MINIMUM QUALIFICATIONS

Your preparation for this opportunity could include a combination of relevant experiences including:

  • bachelor's degree in public administration, business administration or human services and one (1) year responsible experience in program administration.

OR

  • Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered.
