Jacobs has partnered with NASA to support space flight programs for more than 40 years. While the majority of work is directly in support of LaRC, other industry partners and Government agencies may be supported at remote sites as directed by the Contracting Officer (CO). The Center Maintenance, Operations, and Engineering (CMOE) contract comprises of three major categories of work operations, maintenance, and engineering (OME), as described below. Maintenance Research and institutional facility maintenance includes, but not limited to, preventive maintenance, trouble calls, repairs, Reliability Centered Maintenance (RCM), Facility Condition Assessment (FCA), and maintenance/operation of central utilities (e.g., electrical power distribution, potable water, storm water drainage) Operations Facilities Operations support includes, but not limited to, wind tunnels, laboratories, and test stands testing, instrumentation calibration/repair; plant and utilities (e.g., high pressure air, Liquid Nitrogen (LN2) and Steam Plant); technology development and administration, including, but not limited to, Facility Automation Systems (FAS) and Data Acquisition Systems (DAS) Engineering Facility engineering includes, but not limited to, engineering studies, design, construction, construction management, configuration management, tactical engineering, pressure system recertification, project management/planning support.


Plans, executes, and closes out discrete windtunnel test programs for various customers. Leads teams of engineers andtechnicians to accomplish these test programs.

Establishes test timeline,manages all test-related data and documentation, and evaluates final test datafor quality and completeness. Duties also include identifying and implementingprocess improvements, determining required facility upgrades, andproducing/delivering technical papers and presentations when warranted.

  • Performs a variety of routine engineeringtasks designed to provide experience and familiarization with engineeringmethods, practices, and programs.

  • Performs limited portions of engineeringtasks under the detailed direction of an experienced engineer.

  • Applies commonly used equations and techniques to solveassigned problems. Applies standard techniques, procedures, and criteriain carrying out a sequence of related engineering tasks.

  • Performs specific and limited engineering tasks of abroader assignment, under the direction of an experienced engineer.

  • Prepares computations, specifications, and reports oflimited scope and complexity.

  • Independently evaluates, selects, and applies standardengineering techniques, procedures, and criteria; makes minor adaptationsand modifications as required.

  • Independently performs a project assignment thatinvolves some complex features and can be guided by codes, standards,procedures, and other precedents of discipline.

  • Analyzes and/or evaluates the results of an analysisusing techniques prescribed by senior engineers or supervisors.

  • Accomplishes complete tasks of limited scope and solvesproblems which require investigation of a limited number of variables.

U.S. Citizenship required.

BS degree in aerospace or mechanical engineering from an ABET accredited engineering school. Must have ability to lead team in preparing and conducting wind tunnel tests of scale models; to maintain good interpersonal relations with test team members (including test customer personnel) while meeting time, quality, and cost requirements; to recognize the importance of customer relations; to respond properly to changing customer needs; and to multi-process inputs with a coherent output during test periods. Prefer experience in fluid mechanics, instrumentation, data acquisition, analysis, and documentation.

Work Environment:

Office Environment (45%) Test Environment- May be exposed to areas of high noise levels, hazardous propellants, chemicals, and industrial facility environments (45%) Travel between various facilities/test operations is required (10%)

Physical Requirements:

Must have sufficient mobility to enter all areas of test facilities; crawl, climb ladders, enter confined spaces, ability to work at elevated levels on platforms and scaffolding, etc. (20%). Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs.

Equipment and Machines:

Standard office equipment (PC, telephone, fax, etc.) with knowledge of MS Word, Excel, Outlook, MATLAB, LabVIEW, etc. (50%), Safety and personal protective equipment (20%).

The selected candidate will support and provide technical support in all phases of Air Force service-level multi Tactical Data Link (TDL) platform/system/net-centric services in support of the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) Program Office. RESPONSIBILITIES/TASKS: * Observe C&I Certification testing and document any observed problems. The Contractor shall perform analysis of data collected and observed during C&I test to validate trouble reports and determine their operational impact. * Attend the Test Analysis Group (TAG) and assist the TAG in validating the trouble reports and determining their operational impact. * Support Air Force tests (as liaison and technical expert for AF program offices with systems in test) performed by the Air Force Participating Test Unit (AFPTU) and other Joint/AF test facilities as required. The Contractor shall also provide technical support in all phases of multi-TDL C&I testing in support of Air Force, Joint and Coalition platforms/systems/services. * Participate in Joint test planning and provide technical support in all phases of Air Force service-level United States (US) Message Text Format (MTF) (USMTF) and XML-MTF C&I testing. * Ensure applicable AF Command, Control, Communications and Intelligence (C3I) systems are identified for testing and verify that TDL or MTF capabilities are tested. The Contractor shall observe the testing and document any observed problems for further post-test analysis. * Support the Air Force representatives by attending the Joint Analysis Review Panel (JARP) and provide technical support regarding interpretation of multi-TDL or USMTF standards, operational procedures, and operational impact of identified problems. * Provide technical TDL and MTF expertise to support the development and integration of TDL or MTF data vocabulary into Air Force C2 and non-C2 platforms; including existing and emerging service-oriented architectures. * Provide operational solutions for the implementation of TDL and MTF products in the Air Force for both the theater and unit-level operations, as well as integration with Joint and allied forces. * Develop or review previously developed data and message level implementation specifications for specific platforms or services. These implementations shall depict the total data vocabulary and business rule/protocol implementation requirements for the platform/service. * During the system design and development phase, provide technical support at Technical Interchange Meetings, Test Plan Working Groups, and Design Reviews concerning MTF, TDL, or its data and protocol implementations. MANDATORY QUALIFICATIONS, your resume must explicitly show the following: * Associate degree in a technical field (such as engineering, computer science, information technology). * At least four (4) years recent experience (within last 10 years) reviewing test plans and test plan results related to Multi-TDL, staff processes, and C&I Certification Testing. At least four (4) years recent experience (within last 10 years) to and an understanding of Multi-TDL configuration management and applicable standards (US Mil-Std 3011, 6011, 6016, 6017, 6020, 6040, 188-220, and 2045-47001).
