The Kansas Department of Health and Environment has a WIC Grants & Contracts Supervisor opening in Topeka. This position provides direct supervision to WIC program staff who support fiscal processes. Assures timely hiring, orientation and initial and ongoing training of all staff who are supervised by this position. Reviews and approves timesheets and absence requests. Maintains accurate position descriptions that reflect the work performed for each position. Fosters an engaged and supported team by providing coaching, mentoring, and continual staff development opportunities. Collaborates with staff supervised to establish their learning and performance plans. Provides mid-year and annual evaluations of learning and performance plans and additional support and monitoring as needed throughout the year. Delegates responsibilities related to fiscal processes performed by WIC program staff. Hears and resolves personnel complaints and grievances as appropriate. Takes supervisory action as needed.
Job Responsibilities may include but are not limited to the following:
Directs the complex fiscal functions, performed by WIC program staff, needed to manage WIC's various funding sources-including the federal Food, Nutrition Services Administration and Breastfeeding Peer Counseling Program grants from the United States Department of Agriculture (USDA). Serves as a liaison between KDHE Fiscal Management and KDHE Legal Services. Directs the administration of WIC fiscal functions in compliance and conjunction with KDHE accounting and budget policies, procedures and standards using accepted resources for fiscal monitoring and reporting. Oversees the WIC program's preparation and status of budget change proposals, finance requests and other fiscal documents; and provides timely responses to inquiries associated with these actions. Working through the Bureau Fiscal Analyst, manages the resolution of any problems with documents submitted by the section.
Assists with the development of federal grant applications, including budgets. Assures compliance with federal regulations. Oversees the development of the state budget for the section. Reviews and approves section expenditures to assure cost effective use of funds. Reviews monthly expenditure reports for conformance to federal and state intent. Oversees the federal grant expenditures for WIC supplemental food, including establishing the maximum allowable reimbursement rates for authorized grocery stores and maintaining compliance with federal vendor cost neutrality requirements. Oversees the establishment of proper caseload levels to assure food and administrative expenditures conform with federal program regulations. Oversees local agency caseload management, assuring performance standards through contract and funding procedures and direction of state staff in management evaluation content. Advises the section director of these activities on a routine basis.
Qualifications
Education:
Bachelor's degree in business administration, accounting, finance, or a related field.
Licensing & Certification:
Valid Driver's License
Minimum Qualifications:
Bachelor's degree in business administration, accounting, finance, or a related field.
Preferred Qualifications:
Master's degree in business administration, accounting, finance, or a related field.
Two years of grants management experience.
Two years of supervisory experience.
Proofreading, editing, attention to detail.
Word, Excel, PowerPoint, Access.
