Program Specialist VIPerforms highly advanced (senior-level) analysis work and manages the clinical services activities under the direction of the Clinical Services branch manager in the Nutrition Services Section. Establishes short and long-term goals and objectives for clinical services and develops guidelines, procedures and processes for achieving these goals.

Evaluates effectiveness of clinical services efforts through surveys and other evaluative methods to gather regular feedback from all stakeholders and participants. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Plans and assigns the work of others.Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(45%) Oversees the implementation of the clinical services strategic plan, including the planning and coordination of clinical services related activities and programs for the Nutrition Services Section. Identifies long-range clinical services related goals and objectives and makes recommendations to achieve goals.

Designs and develops methods for assessing effectiveness. Utilizes continuous quality improvement techniques to monitor and evaluate. This includes reviewing reports, survey results and other evaluation techniques.

Identifies needed areas of change and makes recommendations to improve operations. Oversees the development of clinical services procedures and standards in accordance with objectives and goals. Monitors and analyzes changes in the nutrition and public health market and makes recommendations for WIC to incorporate these trends or implement education related to these developments.

Prepares periodic reports for Director of Nutrition Education Clinic Services (NECS), delineating essential program information. (20%) Oversees the assignment and prioritization of work for the clinical services staff who act as a liaison with local agencies, health care providers, and the general public to explain the clinical services activities and state and federal requirements. This work includes the creation of reports, WIC staff educational materials, and training programs. Works across the unit with other strategists to ensure program cohesiveness and consistent messaging across all aspects of program operations related to clinical services. (15%) Consults with public and private agencies involved in clinical services to resolve problems, identify training needs, and discuss program effectiveness.

May oversee contracts related to clinical services. (10%) Identifies the need for new programs and alternative solutions to current processes. Utilizes the WIC innovation centers to test, evaluate and pilot new ideas. Makes recommendations for implementing promising practices.

Provides guidance to staff in the development and integration of new methods and procedures.(5%) Prepares budgets for clinical services related activities. (5%) Performs other duties as assigned which include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.Knowledge Skills Abilities:

Registration or Licensure

Requirements:

Registered Dietitian preferred

Initial Selection Criteria:

Experience leading teams or managing projects with multiple people Experience evaluating target audience needs

Experience conducting training in-person or computer based

State WIC or WIC Clinic experience preferred

Nutritionist or dietitian preferred

Responsible for performing and overseeing research of new methods and procedures for delivering nutrition education and clinic services using emerging digital engagement technologies, and for identifying long-range goals for the use of these technologies in WIC and as part of the evolving WIC business environment. Develops and oversees the strategic planning process for the integration of engagement best practices in WIC training, nutrition education and clinic services. Identifies program needs and deficiencies and develops action plans to improve program operations. Develops guidelines, policies, procedures and business rules required to design, procure, implement and evaluate training, nutrition education and clinic services projects. Provides oversight of digital technologies – including web, mobile, and social media – that support client, staff, or partner engagement. Works with private employers and state and federal agencies to evaluate, recommend, and plan supplemental training and engagement programs for participants, staff, and partners.
