The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Facility Manager I (Recreation/Park Facility Manager I) to oversee the Wheaton Miniature Train Station and Carousel and assist with managing the Wheaton Sports Pavilion. This position is in Montgomery Parks based in the Wheaton Sports Pavilion. The Department serves a diverse population of more than one million residents in Montgomery County, Maryland, and manages 421 parks on more than 37,000 acres of parkland. The Department has an annual operating budget of over $100 million, a six-year Capital Improvement Program of over $180 million, and a career staff of nearly 800 employees.

The Recreation/Park Facility Manager I will manage the Wheaton Train and Carousel. The manager will also assist the Recreation/Park Facility Manager III with the daily operations and camps at the Wheaton Sports Pavilion- a covered synthetic turf field lined for field sports such as soccer and lacrosse. This position will be responsible for staff supervision (Train & Carousel staff, Sports Pavilion staff, instructors, and camp staff); facility and equipment maintenance; creating, implementing, and providing oversight for programs, camps, and special events; administration; Miniature Train and Carousel facility budget preparation and oversight; marketing; and customer service. This position requires regular exercise of independent judgment and performance of other duties within policy guidelines. Also required is the development of successful business strategies and methodologies to achieve optimum facility operations.

Examples of Important Duties

  • Manages the overall day to day operations of the Wheaton Train & Carousel.

  • Assists with managing the daily facility operations at the Wheaton Sports Pavilion.

  • Helps develop and implement long term goals and operational procedures (e.g. hours, rules, safety, etc.).

  • Assists with the programming (rentals, camps, classes, and special events) at the Wheaton Sports Pavilion. Reviews and approves instructor payments. Conducts research to identify trends or seek information that would be useful to develop programs and evaluates them. Assist with program registrations for camps and classes at the Wheaton Sports Pavilion.

  • Supervises designated staff. Recruits, hires, trains, schedules, and evaluates seasonal staff to assist with operations, camps, and programs. Ensures all staff receive various trainings (CPR/First Aid; Defensive Driving; Customer Service; Youth Camp Standards, etc.). Conducts performance appraisals.

  • Coordinates schedules for facility rentals and parties at the Wheaton Train & Carousel. Assists with the facility rentals and parties at the Wheaton Sports Pavilion to ensure conflict free operations and customer satisfaction.

  • Manages customer service activities of the facilities. Sets a positive example for employees ensuring customers are treated in a prompt, professional, respectful manner.

  • Prepares budget formulation of The Wheaton Train & Carousel and assists with the Wheaton Sports Pavilion budget formulation regarding projected revenues and expenditures. Responsible for regularly monitoring revenues and expenditures within approved budget and reporting them to Management. Prepares financial reports and recommendation of fees.

  • Coordinates maintenance and repairs of equipment and facilities.

  • Performs a variety of administrative tasks such as cash reports (collects and deposits revenues); records facility inventory (tools, office supplies, resale, etc.); approving staff timecards; document maintenance needs and staff schedules.

  • Works on project planning and facility improvements.

  • Assists with marketing facility. Works with marketing staff to promote facilities and amenities through various media outlets including social media (Facebook, websites); assist with preparation of marketing materials such as brochures and flyers. Review and monitor facility websites for needed changes and updates by marketing department.

  • Coordinates annual safety inspections to ensure the Wheaton Miniature Train & Carousel are in compliance with Maryland Amusement Ride Regulations (DLLR).

Minimum Qualifications

  • Bachelor's Degree in Parks and Recreation, Recreation Management, Facility Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.

  • One (1) year of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, tennis, aquatics, ice rinks).

  • An equivalent combination of education and experience may be substituted, which together total five (5) years.

  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.

  • Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, and automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).

  • Pass Commission medical exam.

Working Conditions:

Works inside and outside an assigned facility which may operate seven days per week. Works extended hours, days, evenings, weekends, and holidays. On-call to respond to emergency situations as required. Incumbents in this class must frequently remain in a stationary position, operate motor vehicles, communicate, and exchange information with internal staff and the public, be able to see for short and long distances, and occasionally lift equipment and other items weighting up to 49 pounds and ascend and descend ladders and stairs.
