The Department of Revenue's Working Families Tax Credit (WFTC) division has an exciting new opportunity for a Management Analyst 3 on its Outreach & Community Partnerships team.

We invite you to review the opportunity details below and forward this message to others you feel may be qualified. As a Management Analyst 3, you will provide coordination and support for community engagement projects/initiatives, support communication and outreach efforts, and collect and analyze community engagement data that combines the different bodies of work (outreach team, grantee organizations, marketing vendor). This position reports directly to the WFTC Outreach Manager and will be responsible for:

  • Providing general support with large community engagement projects and leading small to medium size projects impacting outreach processes.

  • Evaluating long term impacts of community engagement projects and initiatives and providing solutions and/or recommendations for process improvement measures to management.

  • Preparing reports for WFTC community engagement initiatives and projects, including analysis and evaluation, and providing options and recommendations to management to formulate long-term and short-term strategic goals

  • Maintaining an equity lens and participating in program-wide equity efforts for community engagement work to improve the quality of and encourage participation in WFTC services.

  • Assisting with specific research to contract with community partners that have not been identified yet.

  • Collaborating with supervisor and the communications team on community engagement communications.

  • Conducting research and advising on materials for outreach kits and alternative communication methods for targeted groups.

  • Communicating process improvement efforts, professional and technical advice to external partners, and stakeholders regarding competing interests of statewide community engagement outcomes and impacts, at the direction of the division leadership.

  • Editing internal and public facing documents including partners meeting materials and minutes, feedback loops, outreach reports, annual reflection reports, etc.

  • Researching, analyzing, and advising on community engagement using evidence-based methods, in coordination with the Division MA5 position.

  • Measuring or gauging the success of the general outreach efforts, analyzing the grantees' reports, analyzing, and summarizing the data captured in Simply Stakeholders, and other data collection sources. 

A bachelor's degree in public relations, business administration, communications, social work or related filed AND minimum two years experience in any combination of the following:

  • Conducting research and analyzing policies and regulations.

  • Skills that foster collaboration, thoughtful consideration and credibility of deliberative processes and communication with stakeholders and the public.

  • Establishing and maintaining relationships/partnerships with people of diverse interests and backgrounds, races, cultures, and perspectives.

  • Ability to organize, prioritize, and coordinate multiple tasks and projects simultaneously.

  • Working knowledge of Lean Six-Sigma and process improvement methods.

  • Computer proficiencies in Word, Excel, Outlook, SharePoint, PowerPoint, and data bases. 

Note

  • Additional experience will be substituted year for year of education.

OR

A high school diploma or GED, AND five years of experience in any combination of the experience listed above.

Preference may be granted to candidates who possess the following:

  • Knowledge of effective principles for designing and implementing advisory systems, committee structure, and proper execution of communication plans.

  • Understanding of institutional and systemic barriers and experience in addressing disparities for communities furthest away from opportunity.

  • Experience facilitating small and large group processes, fostering deliberation, and confirming agreements.

  • Ability to use past and current agreements to guide action of a collaborative body and ensure results.

  • Experience with contracting and budgeting procedures in Washington State.

  • Professional level experience in communications or public relations.

  • Bilingual or multilingual.
