Project Overview

Bechtel National, Inc. (BNI), Bechtel's government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. Bechtel currently manages the Mobile Launcher 2 project at Kennedy Space Center, FL. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

Position Summary

Nightshift Field Welding Engineer is responsible for supporting, implementing, and maintaining the site welding program with primary focus on coordination of all NDE inspections across the project.

Responsibilities

  • Provide technical assistance to field superintendents and craft.

  • Implementation of the project ES&H program and quality control program.

  • Oversee and maintain Project Field Welding and NDE program.

  • Provide oversight and coordination for NDE subcontractor.

  • Coordinate review of subcontractor submittals with corporate welding & NDE.

  • Provide specialized welding engineering support to ensure completed welds are accessible for NDE (Complete, located and flagged, clear of coatings).

  • When necessary, support and maintain the welding test shop.

  • Working knowledge of our corporate welding procedures and standards.

  • Coordinate and support the project NDE program.

  • Support the crafts in meeting quality requirements to maintain cost and schedule.

  • Verification of materials, workmanship, and specification/code requirements.

  • Interface with the Lead Welding Engineer for direction of work task assigned.

  • Perform oversight of inspections and documentation of all subcontractor welding & NDE work in progress on a continuing basis.

  • WITS/Arcstryker and TeamWorks database experience preferred.

  • Must be knowledgeable in ASME, AWS, and other applicable industry standards.

  • Knowledge and understanding of Bechtel's SWPP 4MP-T81-03701 Welding Program, 03703 Positive Material Identification, and 03705 Welding & NDE Documentation is desirable.

  • Manage and provide interface and coordination with Field Welding, Construction Supervision, and NDE Subcontractor (through the Bechtel STR's).

  • Support and participate in Welder Training, Rod Room issue process and working with Supervision and Training team for continuous improvements.

Qualifications and Skills

Basic Qualifications

Level 1:

  • B.S. Degree in Engineering or similar and 6 years of experience in field engineering, construction, material controls, design engineering, and/or related experience, or in lieu of a degree, 12 years of experience in field engineering, construction, material controls, and/or related experience.

  • Bechtel NDE Level II VT.

  • Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, maneuvering around very small and/or confined spaces. and lifting 60 lbs. without assistance.

  • Must be able to pass NASA screening requirements and be able to obtain and maintain unescorted access to Kennedy Space Center.

Level 2:

  • B.S. Degree in Engineering or similar and 9 years of experience in field engineering, construction, material controls, design engineering, and/or related experience, in lieu of a degree, 15 years of experience in field engineering, construction, material controls, and/or related experience.

  • Certified Level II VT / UT Level III.

  • Must be physically capable to conduct field inspections and participate in project walk-downs which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, walking on elevated platforms, walking on uneven surfaces, maneuvering around very small and/or confined spaces. and lifting 60 lbs. without assistance.

  • Must be able to pass NASA screening requirements and be able to obtain and maintain unescorted access to Kennedy Space Center.

Minimum Qualifications

  • Candidate should be a self-starter, highly motivated, require little supervision, and able to work well in a team environment.

  • Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, AWS, and NFPA.

  • Candidate should have a good working knowledge of welding technical and practical applications such as SMAW, GTAW, FCAW, Orbital Welding.

  • Candidate should have a good working knowledge of Preheat/Post Weld Heat Treatments, equipment, and consumables.

  • Excellent oral and written communication skills.

  • Sound knowledge base of environmental, safety and health compliance standards required on government projects.

  • Ability to provide clear and precise verbal and written communications with design engineers in order to assist with the project review.

  • Mechanical/Piping system construction installation and inspection experience.

  • Working knowledge of mechanical/piping engineering principles in the design and installation of structures, systems, and components.

  • Strong ability to read, understand, and interpret structural/mechanical/piping/electrical construction drawings.

  • Strong understanding of change management and configuration control processes.

  • Technical knowledge of a specialized engineering discipline, cost, scheduling, and contracts administration relating to the construction of heavy industrial or commercial complexes.

  • Strong understanding of module assembly, completion walk-downs, testing, punch list management, turn over packages, and routine interface with Start-Up.

  • Knowledge of requirements for Lock Out Tag Out for safety.

  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.

  • Working knowledge of Bechtel Construction automation systems (e.g., TeamWorks, InfoWorks, WITS, etc).

  • Ability to interface with diverse construction disciplines as well as all levels of management.

  • Basic knowledge of Microsoft Office Suite applications such as Word, Excel, Teams, etc.

Preferred Qualifications

  • Working knowledge of Bechtel standard programs used on Bechtel EPC projects is preferred (e.g., SmartPlant design tools, Digital Supply Chain, Synchro 4D, Navisworks, xFighters, PowerBI, BookBuilder, SetRoute, Construction Unifier, and EQMS).

  • Recent Bechtel experience as a Welding/Mechanical/Piping Field Engineer or Lead Welding/Mechanical/Piping Field Engineer on a large EPC Project.

  • Working knowledge of the Bechtel Standard Work Processes Procedures (*SWPPs) and the related Bechtel Standard application Programs (BSAPs) utilized by Construction.
