The City of Birmingham is seeking a talented Webmaster to create and upkeep online platforms for the city. Within this role, the individual utilizes content creation tools to develop digital media such as webpages, applications, and programs. They also analyze the information technology (IT) requirements of the departments, manage departmental IT systems as site administrator, offer user support to address issues, and conduct training sessions to enhance employee proficiency with IT systems.

Minimum Qualifications:

  • Work experience creating, scripting, and/or modifying computer programs and applications using various programming languages (e.g., HTML, T-SQL, VB, C++, Java, Python, XML).

  • Work experience creating websites in a medium to large enterprise setting.

  • Work experience providing systems administration support for websites (e.g., establishing user permissions, troubleshooting issues in systems, maintaining data integrity).

  • Work experience with project management in full life cycle development (e.g., meeting with stakeholders, requirements analysis, resources assessments, etc.).

Preferred Qualifications:

Preferred qualifications are experiences, education, and/or other job-related qualifications considered to be highly desirable by Merit System agencies. The preferred qualifications may be used by the hiring agency to identify applicants to participate in subsequent selection processes.

  • Associate's degree in Computer Science, Management of Information Systems, Graphic Design, UI, UX or a related field or three or more years experience working as a webmaster.

  • Extensive experience integrating social media into websites (e.g., TikTok, Instagram, Reddit, Facebook, imgur).

  • Experience using image editing software (e.g., Photoshop, PaintShop, GIMP) in designing graphics.

  • Experience using user interface (UI) and/or user experience (UX) design methodologies in creating websites.

Job Duties:

  • Designs, builds, and maintains websites, applications, or programs, using authoring or scripting languages, content creation tools, management tools, and/or digital media.

  • Selects relevant programming languages, design tools, and applications as required by the applications or tasks involved.

  • Serves as a site administrator for various systems or applications by providing user support, installing system/application updates, and managing user access rights for user systems.

  • Creates, updates, or modifies system documentation and user guides for applications by reviewing reference materials, testing system application and functionality, and assessing users' needs in order to provide users with reference materials.

  • Analyzes user needs to determine various technical requirements (e.g., website, application, system program, database design) in order to define scope and context of the application development process.

  • Conducts training to provide knowledge and understanding of work processes to ensure compliance with procedures and standards.

  • Answers user inquiries regarding computer software or hardware operation to provide guidance, troubleshoot, and/or resolve problems.

Compensation & Benefits

  • Salary range: $64,043 - $99,361 (starting salary is commensurate with education and experience)

  • Flexible work arrangements including remote/telework options for up to two days per week and alternative work schedules (e.g., four 10-hour days). Such flexible work arrangements must be approved by the Department Director.

  • Knowledge of open source software for web programming (e.g., PHP).

Work Environment:

Work is conducted almost exclusively indoors in an office setting and involves use of standard office equipment, such as computer, phone, copier, etc.

Physical Demands:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. Job may also involve occasional light lifting of items or objects weighing up to 25 lbs.
