We are excited to offer this wonderful opportunity for a full-time Fiscal Analyst 2, Payroll position at our Central Office located in Olympia, Washington!

Please Note: Expected work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Occasional evening and weekend work may be required. An alternative work schedule and hybrid telework may be authorized based on mission requirements.

  • This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to Veterans, including, in some instances, their spouses, widows, or Gold Star Families.

As a Fiscal Analyst 2, you will support the department's mission, goals and objectives by developing systems and processes that ensure every employee is paid accurately and timely for services performed, ultimately ensuring services are provided to department clients. You will also analyze, audit, and oversee agency payroll processing, review and approve payroll documents and deduction forms, consult on payroll problems, federal taxes, electronic fund transfers, insurance and other miscellaneous deductions, and maintain/monitor accounting for the Payroll Unit.

  • Setting up new hires, processing rehires, transfers, separation, shift differentials, and all other actions within HRMS and/or Benefits 24/7.

  • Reviewing for accuracy and processing PEBB worksheets.

  • Maintaining and monitoring benefits in compliance with HCA, OFM, CBA's, and agency.

  • Providing information as required to DRS, HCA, or insurance carriers.

  • Processing special pay for those employees that qualify.

  • Completing employee-authorized inquiry forms for employment and/or salary verification from financial institutions or other State Agencies.

  • Time processing and as appropriate communicates with time processors.

  • Investigating and correcting any HRMS redline and financial errors (ALAS or RECIPE).

  • Establishing, monitoring, and maintaining hardcopy file folders for all employees.

  • Processing payroll based on collective Bargaining Agreements, the revised code of Washington, Washington Administrative Codes, DES, HCA, DRS, IRS, and OFM's rules and regulations.

  • Inputting, balancing, and adjusting leave information.

  • Entering and retrieving data using the state's payroll (HRMS), healthcare Benefits 24/7, and retirement systems (ERA).

  • Processing shared leave, garnishments, and over and underpayments. Health adjustments, and other deductions.

  • Analyzing and calculating payroll and data adjustments related to IRS levies, wage assignments, deceased employee's benefits, etc.

  • Preparing payment and journal vouchers for the processing of shared leave, garnishments, Warrant cancellations, and statute of limitations.

Required:

  • Associate degree to include 18 quarter or 12 semester hours in accounting or auditing. AND

  • Two (2) to three (3) years of accounting experience as a Fiscal Analyst 1 or equivalent with a minimum of 18 months experience in a payroll processing role.

Please Note: Professional experience may substitute for education but not for the credit hours.

Preferred/Desired:

  • Bachelor's degree, which includes 18 quarters or 12 semester hours in accounting, auditing, or budgeting, and three to four years of relevant professional experience.

OR

  • Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.

  • Proficiency in Excel.

  • Ability to follow directions/instructions.

  • Ability to perform work with high degree of accuracy.
