This dynamic leadership role offers a rewarding opportunity for an experienced manager to oversee a diverse team and programs crucial to empowering individuals and connecting businesses with qualified talent. Under the guidance of the Adams County Workforce and Business Center (WBC) Administrator, this position leads, administers, manages, supervises, and coordinates assigned operational functions for all WBC programs including Colorado Works (CW), Employment First (EF), the Workforce Innovation and Opportunity Act (WIOA) and Wagner Peyser (WP) -  including Adult, Dislocated Worker, Youth, Trade Adjustment Act, Migrant Seasonal Farm Worker (MSFW), Labor Exchange, Career Services, Business Services, Training and all associated and/or assigned grant programs.

This position provides program and budget oversight, leadership of program supervisors, legislative, regulatory, and policy review, program development, quality assurance, personnel management, community resource development, strategic planning, goal development and attainment.

  • Train, coach and mentor all unit supervisors.  Builds trust within the team to become experts in the areas they work

  • Responsible for  documentation and compliance for in-house reports to the Dept. Director, WBC Administrator, County Manager, and Commissioners, as well as State and Federal agencies.

  • Provide ongoing assessment of the training needs of staff.

  • Monitor and evaluate performance and standards of the WIOA, WP, MSFW, CW, miscellaneous grants and Employment First programs to ensure compliance and meeting of goals based on monitoring results.

  • Assist in securing funding to support vital programs and services.

  • Prepare timely responses to audits, monitoring reports and reviews.

  • Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to the WBC programs, policies, and procedures as appropriate to the WBC Administrator and Director of Human Services

  • Work in partnership with the Workforce and Business Center Administrator and other department supervisors to implement current and new business models, making adjustments as needed to ensure that the work flows and processes work efficiently and effectively.

  • Assess and monitor workloads of case managers in all programs, administrative and support systems, and internal reporting relationships within each unit.

  • Participate or lead meetings, committees and community functions as deemed appropriate.

  • Work with agency supervisors to ensure timely and accurate data entry for report purposes.

  • Review samples of case files as well as other methods of ensuring exemplary customer service to individuals, contractors, and businesses.

  • Evaluate performance standards of the WBC programs against the, County's mission, vision and objectives, as well as ensuring that state and federal requirements are met.

  • Establish goals and objectives, as well as qualitative and quantitative outcome measures that align with state and federal regulations and standards.

  • Monitor program expenditures and ensures that they are in alignment with the approved budget.

  • Establish procedures to ensure expenditure conformity with federal, state, and departmental guidelines.

  • Directs the operation of programs in compliance with Department and County policies and procedures, as well as with State and Federal standards and regulations.

  • Develop new and innovative ways to conduct program operations.

  • Perform other related duties and responsibilities as required.

  • Knows how businesses and government operate; Understanding of both current and potential future policies, practices, trends, technology, and information that impact the organization's operations.

  • Ability to work independently and handle high-stress situations, prioritizing competing tasks or responsibilities in a fast paced, high volume, and ever-changing work environment.

  • Demonstrates a thorough understanding of grants and programs, along with a keen grasp of the strategies and tactics employed within the political landscape.

  • A seasoned manager with proven experience in leading and motivating teams.

  • Ability to communicate clearly and concisely, both orally and in writing.

  • Knowledge of and ability to follow, interpret, and apply pertinent Federal, State, and local laws, codes, and regulations to different situations.

  • Good at establishing clear directions; sets stretching objectives; distributes the workload appropriately; lays out work in a well-planned and organized manner; maintains two-way dialogue with others on work and results; brings out the best in people and is a clear communicator both orally and in writing.

  • Computer Skills/technology skills: Proficient in the use of the following computer programs, including but not limited to MS Word, PowerPoint, Excel, Connecting Colorado, Ultimus, CBMS and the internet.

  • Skilled at managing, directing, and coordinating the work of supervisory, professional, technical, and clerical personnel.

  • Demonstrates genuine interest in the lives of direct reports by inquiring about their plans, challenges, and aspirations. Keeps abreast of their concerns and inquiries, offering a supportive ear for personal issues.

Duties and Qualifications apply to Managers within all WBC Locations.

  • Experience/Education:

  • Minimum of six (6) years of experience in the supervision or management of programs appropriate to the position, including experience in the supervision and management of professional staff OR

  • Bachelor's Degree from an accredited college or university with major coursework in Business Administration, Social Sciences, Human Services, Management, Public Administration, or a related field and a minimum of two (2) years of experience in the supervision or management of programs appropriate to the position, including experience in the supervision and management of professional staff. Education may not substituted for experience.

  • Preferred Qualifications:

  • Experience working in a human service, economic or workforce development environment.

  • Experience working with low-income, unemployed, under-employed and/or diverse populations.

  • License or Certificate: Must possess a valid Colorado driver's license.

  • Background Check: Must pass a criminal background check.
