Job Details:

Gainesville Regional Utilities' Water/Wastewater Department is currently seeking to fill a Water/Wastewater Treatment Plant Engineer III position in the Engineering group. The position will perform as a project engineer/project manager to manage water and wastewater treatment facility design and construction projects. The project manager will work closely with consulting engineers, contractors, and regulatory agencies to facilitate the design, permitting, and construction of new facilities.

This position consists of routine professional and technical engineering work involving a variety of projects including:

  • Water and wastewater treatment plant facilities planning,
  • Condition assessment of water and wastewater treatment plant facilities and lift stations,
  • Design of water treatment facilities, water reclamation facilities, and lift stations,
  • Construction management and oversight of a wide variety of utility projects,
  • Coordination with various engineering consultants, agencies and contractors.

Desired Characteristics

  • Good organizational and communication skills, with a demonstrated ability to solicit input and support of others at various levels in an organization.

  • Experience developing, implementing, and maintaining project budgets

  • Water treatment plant, water reclamation plant and/or lift station design and construction experience.

  • Experience developing construction specifications, scope of work, and estimates for water/wastewater treatment facilities.

  • Review/Interpret Engineering Drawings, Specifications, and other design documents.

  • Experience and knowledge of construction methods and activities.

  • Project management experience related to water/wastewater treatment facilities.

  • Utility permitting experience.

  • Experience managing contractors and enforcing project specifications.

  • Experience in all phases of system improvement and capital projects from design through construction, to include design review, writing specifications, review of bids, selection of contractor, execution of project, and commissioning of project.

Engineer III ($62,393 - $93,185 Annually)

  • Bachelor of Science in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution and four (4) years of experience in the area of assigned engineering responsibility.

  • Appropriate co-op or internship time and/or an advanced degree in engineering, business or other relevant function (e.g. planning, public administration, etc.) may be recognized for up to one year of experience depending on degree of technical work performed.

Engineer II ($56,722 - $84,715 Annually)

  • Bachelor of Science in Engineering degree from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution and two (2) years of experience in the area of assigned engineering responsibility.

  • Appropriate co-op time and/or an advanced degree in engineering, business or other relevant courses (e.g. planning, public administration, etc.) of study may be recognized for up to six months of experience.

Engineer I ($51,565 - $77,013 Annually)

  • Bachelor of Science in Engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution required by start date. No experience required.

Notes:

  • Bachelor's degree in Civil or Environmental, or Mechanical Engineering preferred.

  • Valid State of Florida "Engineering Intern" license may be required for Water/Wastewater

  • Valid Professional Engineer license preferred

  • May fill multiple positions

May establish an eligibility list for future hiring.

May fill position at Engineer IV, II or I level

May require additional assessments to fill the position.

Job Description:

SUMMARY

Independent professional caliber and technical engineering work requiring application of standard engineering principles and procedures.

Positions allocated to this classification report to a designated supervisor and work under general supervision receiving instructions on specific assignment objectives, complex features; assistance furnished on unusual problems. Work in this class is distinguished from other classes by its limited supervisory responsibility and lack of policy interpretation, and by its emphasis on independent fully competent application of standard engineering principles to engineering problems having clear and specified objectives, interpretation of data, and requiring investigation of a limited number of variables.

Note: The Engineer 3 / Utility Designer 3 classification is the third in a series of four Engineer / Utility Designer Classifications of progressively more demanding job competencies and engineering duties. It should be understood that the job competencies, duties and requirements of the Engineer / Utility Designer1 and 2 are inherently included in this position. The inability to acquire and develop the required job competencies for each progressively higher-level Engineer / Utility Designer classification (Engineer / Utility Designer 4) may result in performance management action up to and including employment termination.

ESSENTIAL JOB FUNCTIONS

Depending on area of assignment:

Prepares engineering analyses of some difficulty and prepares specifications, process studies, research investigations, and reports.

Requires negotiating skills and diplomacy.

Prepares long and short-range master plan studies.

Evaluates, selects, and applies standard engineering techniques and procedures. Makes minor adaptations and modifications.

Inspects construction work in progress to determine whether proper materials and workmanship are used and compliance with plans and specifications.

Designs, prepares, and reviews plans, specifications, and detailed cost estimates for changes, additions, and deletions to the applicable area of assignment.

Designs and develops equipment with relatively few complex features.

Tests and evaluates materials and/or equipment.

Assists in providing consultative services to management relating to sound environmental practices.

Personal contacts include other engineering personnel, customers, contractors, and suppliers requiring the cultivation and maintenance of effective business relationships.

Assists in representing organization interests to a variety of outside groups.

Assists in preparing departmental budget estimates by assembling and preparing data, reports, and cost estimates.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

May be required to supervise employees for purposes of the Drug Free Workplace Program, depending on job assignment and work location.

Will be required to respond under emergency conditions.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor of Science in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution or similarly accredited non-US institution, and four (4) years of experience in the area of assigned engineering responsibility,

OR

Master's degree in engineering from an Accreditation Board for Engineering and Technology (ABET) accredited educational institution or similarly accredited non-US institution, and three (3) years of experience in the area of assigned engineering responsibility.

Note: Positions requiring the Professional Engineer (PE) certification require graduation from an ABET accredited institution and do not permit graduation from a similarly accredited institution.

CERTIFICATIONS OR LICENSES

Licenses

Valid Florida Class E Driver's License required.

Certifications

Valid State of Florida "Engineering Intern" license may be required for Water/Waste Water, Public Works or special project areas.

Professional Engineer license preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Depending on area of assignment:

Computer Skills

Demonstrate proficiency with MicroSoft Office Suite or equivalent and possess a proficient knowledge of software utilized in the engineering discipline as required by the individual department.

Proficiency in specialized software may be required.

Level of Professional and Industry Competency

Independently perform more complex engineering work requiring application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. Exercise judgment in decision making related to selection of engineering alternatives, techniques, procedures, and criteria. (For training and developmental purposes, assignments may include some work that is typical of a higher level.)

Thorough knowledge of engineering principles, procedures, and practices applied in planning, location, design, construction, and operation in area of assignment.

Decision Making / Level of Independence/ Direction received

Receive instructions on specific assignment objectives, complex features, and possible solutions. Assistance is furnished on unusual problems and work is reviewed for application of sound professional judgment. May work independently within established deadlines.

Ability to collaborate with engineers / utility designers to perform studies and equipment evaluations.

Complexity and Magnitude of Assignments

Perform assignments, which involve design plans, investigations, a process study, specifications, surveys, structures, or equipment with increasingly more complex features and aspects. May also perform other activities of limited scope requiring knowledge of principles and techniques commonly employed in the specific discipline.

Written and Verbal Communication Skills

Write effective letters, reports, and responses to regulatory agencies with associated documentation and fill out forms. Speak effectively in one-on-one situations and to diverse groups. Prepare and deliver technical presentations appropriate to the targeted groups. Write specifications with input from senior level engineers. Assist in preparation of and performance of engineering project studies and evaluations. Prepare reports with limited oversight by senior staff member.

Continuing Education and Development

Maintain currency in assigned engineering discipline, regulatory and other related knowledge by reviewing information disseminated by senior engineering personnel.

Relationship Building and Maintenance (Internal and External)

Has contact other engineering personnel within the organization and with customers, contractors, suppliers, and regulatory agencies requiring relationship building skills and persuasiveness. The incumbent may represent the City to external organizations, task forces, and committees as appropriate. The incumbent receives guidance by senior engineers in addressing customer requirements that involve negotiating skills and diplomacy.

Ability to work effectively with elected officials, charter officers, department heads, and representatives of other agencies, other city employees, and the general public.

Supervision / Team Leadership / Project Direction

Provide guidance, assistance and/or interpretation to others. May provide limited supervision or coordination of work of one or more subordinate engineers, engineering technicians, and other support personnel who assist in the specific discipline. Manage a project of limited scope or assist a more senior engineer in a larger project. Receive oversight on assignments by a more senior engineer, but more in the form of concept review as opposed to task delineation and calculation checking.

Engineering Data Collection and Economic & Statistical Analysis

Apply knowledge of engineering economic analysis, statistics and organizing and data collection methods. Compare alternatives using appropriate economic analysis. Make engineering recommendations based on economic analysis. Assist in collecting engineering data. Analyze and present data. Direct the data gathering tasks of Engineers / Utility Designers 1 and 2.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

May work at heights of over 100 feet on open grating or from aerial devices required.

Work may require performance of tasks outdoors under varying climatic conditions.

Work may require exposure to hazardous conditions and noxious chemicals.
