Title: Business Office Manager
Salary Range: $63,250-$87,553
Department: Waterloo Public Library
Reports to: Library Director

Definition:
To plan, supervise and oversee the Business Office of the Waterloo Public Library. Administers library finances including management of city funds, state funds, county funds and foundation funds. Functions as administrative liaison to Library Board of Trustees and other City departments. Directs daily operations of the library facility. The work is performed under the general direction of the Library Director but customarily and regularly exercises discretion and independent judgment.
Supervision Received and Exercised:
The work is performed under the general supervision of the Library Director. Considerable leeway is granted for the exercise of independent judgment and initiative. Directly supervises paraprofessional library staff.
Examples of Essential Duties and Responsibilities:
Essential duties and responsibilities may include, but are not limited to, the following:
Provides administrative assistance to the Library Director
Assists the Library Director with the development and administration of the library budget; prepares various reports regarding the library budget
Develops and compiles financial and statistical reports by collecting, analyzing and summarizing information for the Board of Trustees and library managers
Provides support to library staff; monitors and approves staff time cards for payroll using the city timekeeping system; audits staff benefits and balances them with the City HR department
Schedules and supervises custodial staff
Plans, coordinates, and monitors daily operations of the library facility; develops, implements and enforces internal library policies and procedures
Collects daily receipts and balances with daily reports; prepares weekly deposits
Liaison with the city building maintenance department
Completes various annual reports for the State Library
Participates in strategic planning to formulate goals and objectives for the library by gathering pertinent business, financial, service and operations information and identifying and evaluating trends and options
Represents the library in discussions and negotiations with vendors and suppliers doing business with the library
Collects, compiles and interprets technical data, reviews material on a variety of projects and presents facts and findings clearly and concisely to a supervisor, coworkers, or members of the public; prepares written reports, completes forms and performs required record keeping
Have a thorough understanding of the mission, purpose, and policies of the library
Attends and participates in professional group meetings
Performs other duties as assigned
Required Ability to:
Supervise, train and evaluate custodial staff
Supervise assigned operations, services, programs and activities in the Waterloo Public Library
Able to work both independently and as part of a team in a fast-paced work environment
Possess good professional judgment, a willingness to learn, and a positive attitude
Identify, prioritize, and respond to library issues, concerns and needs
Develop and administer goals, objectives and procedures for the Business Office
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Interpret and apply federal, state and local policies, laws, and regulations
Communicate clearly and concisely, both orally and in writing
Establish and maintain effective working relationships with those contacted in the course of work
Follow all safety rules and regulations of the department to which assigned

Essential Physical Abilities:
The following physical abilities are required with or without reasonable accommodation:
Sufficient personal mobility to sit, bend, stoop, reach, stand, push, pull as required
Sufficient physical agility, strength and dexterity necessary to handle library materials up to 35 pounds
Sufficient dexterity to use basic technology equipment, including a keyboard, mouse, and touchpad
Sufficient functioning skills appropriate for a busy, fast-paced environment
Minimum Qualifications:
Bachelor's degree in Business, Liberal Arts, or related field required
Previous experience working with computers, networks, and internet required
Previous accounting and budgeting experience required
Some supervisory experience preferred
Previous library experience preferred
Previous experience working with the general public is preferred
Proficiency in Spanish or French is beneficial, but not required
Work Schedule:
Hours are flexible according to library hours and work time required; may include evenings, weekend and/or holiday hours. May be required to attend meetings outside of normal business hours.
