Manages through subordinate supervisors the activities of marine diesel mechanics, marine electricians, and logisticians to provide maintenance, repair, administration, and logistic support involving the dismantling, repairing,modifying, maintaining, aligning, and installing of a wide variety of marine machinery, equipment, and electrical systems for Navy INLS, MPF Utility Boat, LCM-8, LARC-V, ABLTS and other related systems and equipment.Validate and establish work requirements; develop repair and preventative maintenance schedules for approval by the government customer; and provide technical direction to subordinates for maintenance and repair of U.S. Navy watercraft. Manage planning and completion of projects for schedule, quality, and cost. Ensure compliance with administrative policies, procedures, and governmental regulations.Ensure employees adhere to all safety requirements, procedures, and policies. Comply with and ensure compliance with ISO procedures and instructions. Perform other related duties as assigned.



  • Manages the activities of the department to obtain optimal use of equipment, facilities and personnel.

  • Through subordinate supervisors, determines sequence and assignment of work on basis of work priority and quantity of equipment.

  • Inspects work performed to ensure compliance with specifications and time schedules.

  • Interprets specifications, drawings, work orders, technical instructions, and layouts.

  • Coordinates department activities with other departments.

  • Conducts functional and performance tests on completed work assignments.

  • Recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary actions.Conducts training for new workers.

  • Estimates, requisitions, and inspects materials.

  • Ensures compliance with administrative policies, procedures, and governmental regulations.

  • Ensures employees adhere to all health, safety, environmental, and security requirements, procedures, and policies.

  • Complies with and ensures compliance with all ISO procedures and instructions.

  • Performs other related duties as assigned.


  • Complete U.S. Navy senior enlisted or officer advanced training in an engineering discipline, or equivalent.

  • Working knowledge of U.S. Navy mechanical equipment including major systems such as diesel, multifuel, supercharged/turbocharged engines, turbine engines, transmissions, and gear reductions systems for small craft.

  • Working knowledge of U.S. Navy electrical, electronic, hydraulic, pneumatic, and other non-mechanical systems including diesel generators and switchboards.

  • Working knowledge of Confined Space, Gas Free, and Lock-out/Tag-out, and waterborne safety policies and procedures.

  • Ability to use independent judgment in determining the extent of repairs required based on investigation performed, surveyor inspection reports, estimator reports, and other records.

  • Effective written and oral communications skills.

  • Ability to comply with all established methods, quality standards, and time schedules applicable to this position.

  • U.S. Citizen.


  • B.S. degree in marine, mechanical, or electrical engineering or other related discipline.

  • In lieu of a degree, a combination of college credits, other formalized training or education, and directly related work experience may be considered.


  • Eight years of directly related work experience including four years supervisory experience as a commissioned/senior noncommissioned officer, or civilian equivalent, in a U.S. Navy maintenance, repair, and logistics support environment.

This position is responsible for interior and exterior maintenance, repairs, and grounds keeping for the beauty, safety, security, and well being of the community. Essential Functions and Responsibilities: * Recruit, hire, train and supervise all maintenance associates and conduct regular performance appraisals. Provide feedback to associates with the assistance of the Community Manager * Ensure that the community and its grounds are in good repair and provide a safe and attractive environment for residents * Inspect the community and grounds regularly, identify any areas in need of repair * Maintain grounds, coordinate lawn service and other outdoor grounds service from approved vendors as needed * Must set up and maintain the Community Compliance Manual for the community according to specifications * Respond to all repair requests and maintenance concerns from residents and staff * Prepare apartments for new residents * Ensure proper removal and disposal of trash * Ensure that all maintenance items are kept in a safe area to prevent injuries to residents, associates, and visitors * Maintain availability to residents, management, staff, on a regular predictable basis * Attend required meetings and training programs * Must follow all safety/OSHA Requirements Additional Functions and Responsibilities: * Additional duties as assigned Knowledge, Skills and Abilities: * Understanding and ability to repair HVAC, plumbing, electrical, basic carpentry and mechanical systems * Proficiency in computer skills such as Ops Technology, e-mail * Available to work days and evenings, weekdays, and weekends * Must demonstrate support of Bell Core Values * Must demonstrate ability to provide exceptional customer service * Must demonstrate ability to successfully work on a team * Must be able to clearly communicate both orally and in writing Education and Background: * High School degree or equivalent is required * 2-5 years previous maintenance experience preferably in a multi-family housing environment * Personnel Supervisory experience preferred * HVAC, EPA and/or CPO certifications may be required in many communities, based on staffing levels Bell Partners, Inc.
