MINIMUM QUALIFICATIONS REQUIRED:
High School Diploma or GED Certificate.
Two years' experience in operation and maintenance of water and wastewater treatment plants, distribution and transmission facilities, including collection, sampling and analysis of raw and finished water and wastewater.
Grade II Certification in Water Distribution and Wastewater Treatment from the Arizona Department of Environmental Quality or equivalent is required. Grade III Certification is preferred. Grade III certification in Wastewater Treatment will be required within one year of employment.
Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
Valid Driver's License (subject to motor vehicle record review).
JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Performs visual checks of the plant, facilities, machinery, chemical levels, and related systems to ensure proper operation and to detect equipment failures, potential leaks, or other problems.
Operates, maintains and monitors the following wastewater treatment plant and equipment: small packaged sump pump station, submersible sewage pumps, peristaltic chemical feed system, bio-solids dewatering system, membrane bioreactor package system, wastewater fine screens, inline UV disinfection equipment, sludge equipment, odor control units, sewer collection system, gauges and meters, and plumbing fixtures.
Operates, maintains and monitors the following water facilities and equipment: welded steel storage tank, packaged booster pump station, disinfection of potable water systems, water lines, plumbing, gauges and valves
Operates and maintains the following equipment: primary sensors and field instruments, radio communication system, custom controls and instrument panels, heating, ventilation and air conditioning equipment, packaged engine generator systems, variable frequency drives, dry type transformers, automatic transfer switches, and magnetic motor starters.
Compiles, prepares and submits all regulatory and permitting reports required for the facilities on a monthly, quarterly, semi-annual and annual basis to regulatory agencies. Maintains detailed records of laboratory results and activities.
Tests routine water and wastewater samples; prepares or uses prepped standard solutions and reagents; and uses laboratory instruments and sampling equipment, according to approved methodology.
Samples, performs or sends samples to NTUA or contract laboratory for analysis on wastewater, water and sludge to control treatment processes and to determine unit process efficiencies. Perform wastewater analyses; such as BOD, TSS, TDS, TRC, pH and other parameters as required to determine the impact of discharge on receiving waters and NPDES permit.
Prepares and schedules manifests and emergency plans for sludge treatment, removal, transportation and disposal to an approved disposal area. Maintains a log book to ensure that the sludge is analyzed for contents and that the volume is recorded. Ensures that the transport truck has the manifest, laboratory results and has adequate cover to avoid any leakage or spillage.
Coordinates and schedules for periodic review, inspection and evaluation of wastewater treatment plant and water facilities to assure the plant and facilities are functioning properly and safely and in compliance with established regulations.
Keeps Supervisor advised of the treatment operations, methods, working conditions, and activities through written, oral, and statistical reports. Responds and assures that employees, customers, and regulatory agency complaints and comments are followed up and resolved with the Water Well/Tank Supervisor.
Maintains inventory and estimates to procure materials, supplies, chemicals, instruments and equipment required to operate and maintain treatment plant and facilities. Ensures proper use.
Analyzes and proposes changes in tools, equipment or use of materials which would result in cost reduction, more efficient operation and safety required by O&M Manual.
Ensures that operations conform to local, state and federal governmental regulations.
Determines and plans current and future operational and maintenance needs of the wastewater treatment plant and water facilities to prepare annual capital and operation budgets.
Takes water samples and performs tests in accordance with established procedures.
Collects special samples for special projects following required methods.
Conducts all job duties in a safety conscious manner that reflects safety for others as well as self in work habits and in carrying out assignments.
Uses Authority-owned equipment in a manner which subjects it to normal wear and tear only.
Maintains, repairs and services plant equipment, buildings and facilities. Records and maintains a plant log, plan and operating records to assure it is operating properly.
Performs periodic inspections of the buildings and makes recommendations on needed repairs, installation, etc.
Must have the ability to be contacted and respond in a timely manner and be willing to work on an emergency call-in basis.
Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.
Performs other duties as assigned.
