This position will be located and will operate in Twin Arrows, AZ


High School Diploma or GED Certificate.

Two years' experience in operation and maintenance of water and wastewater treatment plants, distribution and transmission facilities, including collection, sampling and analysis of raw and finished water and wastewater.

Grade II Certification in Water Distribution and Wastewater Treatment from the Arizona Department of Environmental Quality or equivalent is required. Grade III Certification is preferred. Grade III certification in Wastewater Treatment will be required within one year of employment.

Knowledge of applicable federal, state, county and local laws, regulations, and requirements.

Valid Driver's License (subject to motor vehicle record review).


Performs visual checks of the plant, facilities, machinery, chemical levels, and related systems to ensure proper operation and to detect equipment failures, potential leaks, or other problems.

Operates, maintains and monitors the following wastewater treatment plant and equipment: small packaged sump pump station, submersible sewage pumps, peristaltic chemical feed system, bio-solids dewatering system, membrane bioreactor package system, wastewater fine screens, inline UV disinfection equipment, sludge equipment, odor control units, sewer collection system, gauges and meters, and plumbing fixtures.

Operates, maintains and monitors the following water facilities and equipment: welded steel storage tank, packaged booster pump station, disinfection of potable water systems, water lines, plumbing, gauges and valves

Operates and maintains the following equipment: primary sensors and field instruments, radio communication system, custom controls and instrument panels, heating, ventilation and air conditioning equipment, packaged engine generator systems, variable frequency drives, dry type transformers, automatic transfer switches, and magnetic motor starters.

Compiles, prepares and submits all regulatory and permitting reports required for the facilities on a monthly, quarterly, semi-annual and annual basis to regulatory agencies. Maintains detailed records of laboratory results and activities.

Tests routine water and wastewater samples; prepares or uses prepped standard solutions and reagents; and uses laboratory instruments and sampling equipment, according to approved methodology.

Samples, performs or sends samples to NTUA or contract laboratory for analysis on wastewater, water and sludge to control treatment processes and to determine unit process efficiencies. Perform wastewater analyses; such as BOD, TSS, TDS, TRC, pH and other parameters as required to determine the impact of discharge on receiving waters and NPDES permit.

Prepares and schedules manifests and emergency plans for sludge treatment, removal, transportation and disposal to an approved disposal area. Maintains a log book to ensure that the sludge is analyzed for contents and that the volume is recorded. Ensures that the transport truck has the manifest, laboratory results and has adequate cover to avoid any leakage or spillage.

Coordinates and schedules for periodic review, inspection and evaluation of wastewater treatment plant and water facilities to assure the plant and facilities are functioning properly and safely and in compliance with established regulations.

Keeps Supervisor advised of the treatment operations, methods, working conditions, and activities through written, oral, and statistical reports. Responds and assures that employees, customers, and regulatory agency complaints and comments are followed up and resolved with the Water Well/Tank Supervisor.

Maintains inventory and estimates to procure materials, supplies, chemicals, instruments and equipment required to operate and maintain treatment plant and facilities. Ensures proper use.

Analyzes and proposes changes in tools, equipment or use of materials which would result in cost reduction, more efficient operation and safety required by O&M Manual.

Ensures that operations conform to local, state and federal governmental regulations.

Determines and plans current and future operational and maintenance needs of the wastewater treatment plant and water facilities to prepare annual capital and operation budgets.

Takes water samples and performs tests in accordance with established procedures.

Collects special samples for special projects following required methods.

Conducts all job duties in a safety conscious manner that reflects safety for others as well as self in work habits and in carrying out assignments.

Uses Authority-owned equipment in a manner which subjects it to normal wear and tear only.

Maintains, repairs and services plant equipment, buildings and facilities. Records and maintains a plant log, plan and operating records to assure it is operating properly.

Performs periodic inspections of the buildings and makes recommendations on needed repairs, installation, etc.

Must have the ability to be contacted and respond in a timely manner and be willing to work on an emergency call-in basis.

Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements.

Performs other duties as assigned.

The Operator/Dispatcher provides customer service by performing administrative telephone answering duties. The Operator/Dispatcher utilizes appropriate multi-line telephone equipment to answer basic and/or routine questions and route or transfer calls to appropriate destinations. The Operator/Dispatcher is responsible for receiving, coordinating, and disseminating critical information from and to multiple sources/resources within acceptable time frames. Responsibilities Dispatching * Performs overheard paging, in-house paging, and announcements. * Monitors and responds to alarms systems (code blue, code yellow, code pink, code phone, access control, emergency call boxes, duress alarms, blood bank and OR refrigerator temperatures, STAT call, Chem Pack alarm). Notifies appropriate personnel or agencies. Maintains accurate documentation of all codes/alarms per procedure. * Participates in drills such as code pink, code red, etc. * Utilizes the emergency notification system when a major incident occurs and a command system needs to be implemented. * Monitors multiple security screens (Multiple video monitors, access control monitor, and Switchboard monitor). * Monitors and responds to the radio for Security, Facilities, and Plant Operations. * Maintains knowledge of all security officers and their availability. * Operates as dispatch for Security Officers, monitors radios for Facilities and Plant Operations when they request assistance on the Security radio channel. Includes entering incoming calls and logging dispatched officer calls. * Relays rescue updates from Guardian air to Security for helicopter arrival times so Security can assist with off loading patients. * Identifies reportable events and dispatches accordingly. Communications * Operates a multi-line telephone device. Responds verbally and uses TDD (text telephone device for hearing or speech impaired) to communicate with callers. * Answers, evaluates and prioritizes incoming administrative line telephone calls, communicates effectively with callers obtaining complete and accurate information to determine the need(s) of the caller. * Operates a computer terminal and retrieves information from various computerized resources to respond to queries and answer questions. * Performs patient searches and answers and/or relays questions regarding patient location and visitation privileges, utilizing in-house computer. Updates changes in extensions and procedures. * Provides 411 assistance for employees, patients and community. * Provides assistance to information desk as needed. * Completes proper transfers or connections for incoming, outgoing and inter-office calls. Sends, routes, relays or refers callers or messages to the appropriate division or employee. Monitoring * Monitors surveillance systems for security purposes and also support security by reviewing past events which provides critical information for patient/visitor safety. * Monitors a variety of communications equipment to ensure proper function. Assists in troubleshooting as required and reports failures or problems with any system. Tests equipment as needed. * Coordinates access control alarms with the appropriate surveillance cameras. Documentation * Logs and searches lost and found items for patients in the Lost and Found data base. * Updates the on-call list in PBX and maintains log of names of patients who expire at the hospital. * Maintains repair and other supply logs. * Updates information in operators log books. * Utilizes PC for data entry, reports, and statistical retrieval. * Prepares reports for director as requested.
