GENERAL STATEMENT OF JOB

Senior leader and manager of Engineering Team; manages and directs the engineering aspects of installation, repair, construction and expansion of county facilities and equipment.

EXAMPLES OF WORK

  • Provides oversight and responsibility from beginning to end of projects, including but not limited to budgeting & identifying needs, preliminary engineering, funding agreements, surveying, design, permitting, grant administration, inspection, back-end permitting, archiving, and GIS oversight.

  • Assigns tasks; supervises, trains and evaluates the performance of assigned staff; ensures the proper utilization and maintenance of equipment.

  • Participates in personnel management functions (i.e., interviewing, hiring, and disciplinary actions).

  • Defines, delegates and prioritizes the department's projects and tasks, includes coordinating, scheduling and ensuring follow-through to completion.

  • Inspects work to ensure compliance with regulatory practices.

  • Maintains responsibility for the design and inspection for all assigned activities.

  • Prepares and provides reviews for project construction plans, cost estimate and recommendations for replacement of deficient equipment and structures.

  • Assists in the preparation and monitoring of the department's operating budget to ensure adherence to established financial goals and objectives; reviews and approves contractor's and consultant's invoices and change orders.

  • Coordinates and oversees departmental projects and services contracted to consultants.

  • Functions as the primary resource and contact for state and federal regulatory agencies and entities; Responds to public inquiries as needed.

  • Oversees and directs the acquisition of easements and deeds for construction and maintenance of County infrastructure.

  • Prepares agenda items for Board of County Commissioners meetings.

  • Reviews and evaluates records and documentation.

  • Performs related duties as required.

MINIMUM QUALIFICATIONS

Education, Training and Experience: Bachelor's degree in Civil Engineering, or closely related field; supplemented by seven (7) years of progressively responsible civil engineering experience, three (3) of which shall be acquired in a supervisory/management capacity, preferably for a municipal organization; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Licenses and/or Certifications: Must be a Florida registered Professional Engineer, or must be registered in another state with the ability to acquire certification as a Professional Engineer in Florida within six (6) months of hire. Requires a valid driver license.

OTHER REQUIREMENTS

Physical Requirements: Requires periodic walking and standing over rough and uneven surfaces. Requires the ability to work on scaffolding, climb ladders, stairs, ramps and/or working in confined spaces. Must be able to maintain body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. Must be able to reach, extending hand(s) in any direction. Must be able to exert over 100 pounds of force occasionally, 20 to 100 pounds of force frequently, and 10 to 20 pounds of force constantly to lift, carry, push and pull or otherwise move objects. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are in excess of those for sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Requires ability to read a variety of moderately to highly complex records, reports, policy and procedure manuals, codes, professional journals, etc. Requires the ability to read, interpret, and develop policy and procedure. Requires the ability to read, interpret and develop blueprints, plans and specifications. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job.

Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation. Requires the application of moderate to long range planning principles and techniques. Requires the application of principles of influence systems and synthesis functions.

Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages; to determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform engineering and statistical calculations; utilize geometric and algebraic principles.

Interpersonal Temperament : Requires the ability to tactfully and effectively interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the public.
