Automates services and installs and maintains meters and meter boxes. Enters data (i.e. billing reads, parts information, premise status) into hand-held computer and mobile data terminals (i.e. tablets/ laptops). Connects and disconnects water service for delinquent accounts and for tenants moving in and out.

Performs maintenance on meters (i.e. calibration of meters, meter change outs). Performs field investigations and inspections for water and sewer service related billing inquiries. Reads walking and riding meter reading routes as needed. Performs other related duties as requested.


This position routinely requires lifting of moderately heavy items (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. Long periods of driving, typically driving 5 6 hours a day.

This is a Houston Public Works Emergency Management position at the Tier II Level.



Requires a high school diploma or a GED.


Six months of experience in construction, maintenance and utility work is required.


Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).


Preference will be given to applicants with light plumbing experience and prior water utility work experience.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.



However, the department may administer a skill assessment evaluation.


If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.


Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 11

PLUS * Basic computer skills. * Proficiency in the use of Microsoft Office Software. * High level of interpersonal skills * Oral and written communication skills to develop and maintain effective working relationships with the public, government officials, other emergency response partners, and the media. * Ability to work as part of a team or independently to accomplish complex tasks simultaneously. * Ability to function effectively as a member of the Incident Management Team, in accordance with National Incident Management System (NIMS) protocols during emergency or disaster situations. Additional Requirements: * Continued employment is contingent upon obtaining Incident Command System (ICS) certification at the IS-100, 200, 700, 800, levels within a year of employment.
