What You'll Get To Do:

We are seeking a highly skilled and motivated industry-leading client-facing software engineer to lead a team of programmers in delivering exceptional software development and maintenance services for the US Army Corps of Engineers (USACE) and other water resources management agencies. As the Water Resources Decision Support Program Manager, you will play a crucial role in ensuring the successful development, implementation, delivery, and maintenance of decision support methodologies and software solutions that meet the needs and requirements of our water resources management clients.

The successful candidate will join our interdisciplinary family of engineers, economists, and scientists to develop innovative decision support solutions to support municipal, state, and federal projects and opportunities.

Responsibilities include:

Team Leadership: Lead a team of software engineers and programmers, providing guidance, mentorship, and technical expertise to ensure efficient and high-quality project execution.

Client Engagement: Provide client facing service for the US Army Corps of Engineers, building strong relationships, understanding their software needs, and effectively communicating project progress, challenges, and solutions.

Program and Project Management: Oversee the entire software development lifecycle, including requirements gathering, design, development, testing, deployment, and maintenance, ensuring projects are delivered on time and within budget. Lead recruitment and placement of support staff required for program growth. Participate in USACE Civil Works Consulting Management Team to lead Decision Support Technology Development with USACE Centers of Expertise and Field Operating Activities.

Technical Expertise: Utilize your expert knowledge and experience to guide the team in software architecture, design, and development, ensuring scalability, performance, and maintainability of the delivered solutions.

Collaboration: Foster a collaborative and inclusive team environment, promoting cross-functional collaboration and knowledge sharing within the team and with other stakeholders.

Quality Assurance: Develop and implement rigorous quality assurance processes and practices to ensure the software produced meets the highest standards of quality, reliability, and security.

Continuous Improvement: Stay updated with industry trends and emerging technologies, identify opportunities for process improvement, and drive innovation within the team.

Business Development: Position for and capture USACE IDIQ contracts to grow Decision Support Technology program with USACE Technical and Research and Development Centers. Develop business plan for future growth of decision support software program.

  • Ability to develop business plan and incremental placement of staff to support program growth objectives and requirements.

  • Flexibility in remote or in-office work location

You'll Bring These Qualifications:

  • Bachelor's degree in computer science, Software Engineering, or a related field.

  • Proven expert experience (at least 15 years) in software development, with expertise in programming languages such as Java, C++, or Python.

  • Experience in the development, implementation, deployment, and maintenance of water resources decision support tools.

  • Strong leadership skills with experience in building, leading, and managing software development teams.

  • Excellent communication and client-facing skills, with the ability to effectively engage with clients, understand their requirements, and provide technical guidance and support.

  • Experience with strategic planning and execution of decision support methodologies including project and program management software development.

  • Experience with federal IDIQ and Task Order Contract management for USACE and other clients

  • Experience working with USACE in this capacity or in a similar client-facing role is highly desirable.

  • Expert understanding of USACE missions and planning methodologies

  • Expert understanding of software development methodologies, tools, and best practices.

  • Strong problem-solving and analytical skills, with the ability to quickly grasp complex technical concepts and provide innovative solutions.

  • Knowledge of Agile development methodologies and experience with project management tools.

  • Security clearance or the ability to obtain one is preferred.

  • Strong written and oral communication skills including decision document and operation manual development
