ActionsMore ActionsThe City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The Water Services Department is seeking Water Resource Specialists to participate in the development, design, and implementation of the Department's water conservation programs. The Water Resource Specialists are assigned to operate specific educational, technical, or regulatory programs, and/or to conduct research and statistical analysis to determine the effectiveness of selected water conservation measures. These positions will interact with internal Divisions, other City Departments, and external representatives or customers, and consist mainly of fieldwork. These positions report to the Conservation Coordinator, who supervises the Department's water conservation functions.

Other duties include and are not limited to:

  • Gathering and preparing water use and conservation information that meets state reporting requirements, city contractual requirements, and internal water resources management needs.

  • Compiling and analyzing data and understanding of water demand and conservation issues.

  • Traveling to residential and non-residential customers and providing technical expertise about landscape water use, irrigation system efficiency, and irrigation system design.

  • Supporting community outreach and programs that assist and educate customers about water conservation and efficiency to prepare for possible drought and shortage.

  • Attending community events and workshops, and educational programs.

There are five temporary positions that will be funded through February 3, 2025, with a possibility to be made regular in a future budget cycle. The temporary positions will have benefits but will not earn city retirement credits or participate financially into the city's retirement program. If the successful candidates are current City employees, all benefits will still be applicable, and the employees will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered at-will and employees may be separated at any time.

IDEAL CANDIDATE

  • Able to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.

  • Knowledge of current practices, techniques, and objectives of water conservation and demand management programs.

  • Possesses strong analytical skills with quantitative and qualitative data about program effectiveness.

  • Understanding of water rights and regulatory requirements of water conservation in AZ.

  • Able to work independently and exercise good judgment.

SALARY

Pay Range: $57,179.00 - $118, 872.00 annually.

Hiring Range: $57,179.00 - $76,627.00 annually.

MINIMUM QUALIFICATIONS

  • Two years of professional experience in resource management, planning.

  • Bachelor's degree in resource management, hydrology, geology, geography, or a related field.

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Master's degree in resource management, planning, or a related field, is preferred.

  • Some events may require evening or weekend work.

  • Experience with/in the following:

  • Implementing and managing water conservation programs.

  • Implementing environmental compliance programs.

  • Customer service, especially in a field setting.

  • Resource management or planning.
