Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The San Diego Regional Water Quality Control Board (San Diego Water Board) has an opening for a Water Resource Control Engineer in the Water Sustainability and Protection Unit. The position location is 2375 Northside Drive, San Diego, CA 92108.

Under the close supervision of a Senior Water Resource Control Engineer and consistent with good customer service practices and the goals of the SWRCB Strategic Plan and the San Diego Water Board's Practical Vision, the incumbent will perform water quality engineering work related to the San Diego Water Board's Waste Discharge Requirements (WDRs) and National Pollutant Discharge Elimination System (NPDES) programs. Specific job duties and responsibilities are described in the Duty Statement.

The incumbent is expected to apply engineering methods and principles in performing activities related to the identification, research, development, review, and interpretation of permit and regulatory requirements and other documents. The incumbent is expected to be courteous and provide timely responses to internal/external customers, following through on commitments, and to solicit and consider internal/external customer input when completing work assignments. In addition, the incumbent will review and evaluate water quality data, hydrologic data, and other project information with emphasis on the design, construction, maintenance, and operation of waste and wastewater management and monitoring systems; investigate the sources and movement of contaminants in surface and groundwater; ensure consistency with relevant water quality plans and policies, establish hydrological and engineering standards, and applicable laws and regulations; work collaboratively with other staff and the regulated community; prepare written documents for consideration by the San Diego Water Board; represent the San Diego Water Board before other boards, agencies, and groups; and provide presentations before the San Diego Water Board and other organizations concerning Board activities.

Salary information

• CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge or experience in the principles and practice of engineering relating to: water quality control and water resource management; the collection, treatment, recycling, and disposal of sewage, industrial, and other wastewaters; and the collection and management of solids wastes • Knowledge of (i) physical, biological, and chemical factors relating to the control of water pollution and water quality; and (ii) the management of surface waters and groundwaters to control water pollution and water quality • Knowledge of federal and State of California laws, policies, and regulations regarding protection and assessment of marine, estuarine, freshwater, and groundwater resources • Knowledge or experience designing and operating treatment plants or systems for domestic, commercial, industrial, or agricultural wastewater • Knowledge or experience designing and implementing water quality monitoring programs to assess ambient water quality and effluent discharges • Knowledge or experience preparing and implementing WDRs and NPDES permits • Experience preparing, reviewing, and interpreting technical reports, environmental documents, presentations, and regulatory documents, including California Environmental Quality Act documents • Experience working with standard office software (e.g., Word, Excel, and PowerPoint), Geographic Information Systems (GIS), GeoTracker, or the SWRCB's California Integrated Water Quality System (CIWQS) database • Experience prioritizing and planning multiple work tasks or projects • Experience working independently or in teams • Experience following instructions through standard work processes and to achieve organizational and project commitments • Experience checking work products for accuracy • Experience using communication and outreach skills to effectively influence others to meet organizational goals • Experience generating collaboration that fosters partnerships and effective communication • Experience incorporating current engineering, and technical information into projects • Experience managing multiple work assignments or projects • Experience managing or conducting field inspections and investigations • Experience collecting environmental (i.e., soil, water, soil vapor, sediment, air) samples
