In this administrative role, you will lead a team responsible for operating and maintaining critical sewer system infrastructure, including lift stations, water pump stations, and wastewater treatment plants. Your expertise in wastewater treatment processes, environmental regulations, laboratory procedures, and water infrastructure will ensure our continued compliance with state and federal standards, guaranteeing efficient and effective wastewater management across Montgomery County.

Summary of Job Duties

Administration level in Environmental Services under administrative supervision of Water Reclamation Assistant Director. Provides leadership, guidance and direction to a team operating and maintaining sewer system lift stations, equalization basins, water pump stations, water storage tanks, wastewater treatment plants, ensuring compliance with all state and federal regulations; requires extensive knowledge of the wastewater treatment processes, environmental regulations, laboratory procedures, water and sewer infrastructure and equipment to ensure effective and efficient operations.

Acts as the Operator of Responsible Charge (ORC) for one or more water reclamation facilities; develops and implements strategies, programs and procedures to ensure compliance with state and federal regulatory standards for water reclamation facilities, water pump stations, water storage facilities, sewer lift stations, and sewer equalization basins; supervises, instructs and assigns duties to professional and field staff; performs plant and field visits as needed to ascertain status of equipment and processes; performs hiring, on-boarding, training, and performance evaluations; works with Human Resources to administer personnel matters in alignment with County policies to include decisions regarding hiring, dismissing, disciplining and any other personnel actions as appropriate; works with Safety to ensure safe working conditions; responsible for environmental programs including: NPDES permit, biosolids program, pretreatment program, plant storm water, surcharge program, RAPCA, BUSTR and ODNR regulations; guides the operations and maintenance teams in setting performance metrics for the operations, maintenance and regulatory compliance; provides reports and data analytics to recommend best practices.

Develops and monitors operating budgets; manages all expenses at water and sewer facilities including staffing, biosolids, energy, chemicals and fuel; works with vendors and contractors to solicit quotes; orders equipment and supplies and pays invoices; follows County purchasing rules and procedures; develops recommendations for infrastructure, facility, and equipment needs for short- and long-term planning; works collaboratively with engineering to execute capital improvement projects planning, design, and construction; plans and implements internal capital replacement/rehabilitation projects; coordinates with consultants, engineering firms and contractors; utilizes SCADA and other technology (i.e., in-line meters, analyzers) to continuously monitor efficiency of processes and equipment operating status; analyzes and recommends alternative operating strategies based on data.

Leads staff in identifying and prioritizing maintenance and operational work priorities and repair verses replace decisions; coordinates inventory program including the physical storeroom and electronic database; implements vertical asset maintenance program, documenting all information in the CMMS system; ensures vertical asset list is accurately maintained in GIS; manages and modifies maintenance plan to efficiently implement asset condition assessments, preventative maintenance program and reactive maintenance strategy.

Prepares a variety of standard operating procedures and operations, maintenance and regulatory reports for upper management and regulatory agencies; leads and presents information at a variety of meetings, including preparation of agendas and minutes; attends meetings at various professional organizations (i.e., OWEA, MVRPC) and regulators as needed; works collaboratively with a variety of other county staff members, regulators and municipalities to execute a variety of programs and initiatives.

Acts on behalf of the Water Reclamation Assistant Director and/or MCES Director, in the event of an absence or operational need.

Minimum Qualifications and Requirements

Equivalent to high school diploma plus work related training in management and technical areas; seven (7) years of experience in water and/or wastewater treatment operations and maintenance, including three (3) years supervisory experience, must have an Ohio Class IV Wastewater Treatment Operator's license and a valid driver's license with an acceptable driving record. Bachelor's degree in Environmental Science, Biology, Water Resources is preferred; OR alternative, equivalent evidence of the minimum class requirements.

Must have a current valid United States driver's license with an acceptable driving record.

Training and Development:

Must maintain licensure and certification.

This position is designated as Unclassified under the provisions of ORC 124.11.
