About the Position:

The Water Quality Supervisor classification covers many functional areas; however, this recruitment is focused on the Drinking Water and Backflow programs. The Water Quality Supervisor will perform supervisory and technical duties in the development of these regulatory programs. The Water Quality Supervisor will organize the associated day-to-day compliance monitoring and permit activities of the Drinking Water program.

Minimum Qualifications

Education and Experience

  • A Bachelor's Degree in a physical or biological science or environmental field from an accredited educationalinstitution.

  • Five years' experience in the field of water quality, environmental quality, or Industrial Pretreatment or Backflow, depending on assignment.

  • Must have at least one year of Lead or Supervisory experience.

  • An equivalent combination of education and job related experience may substitute for the educational requirements on a year-for-year basis.

Licensing, Certifications and Other Requirements

  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.

  • Drinking Water/Cross-Connection Assignment only: Must possess or obtain within one year of hire or promotion and maintain a Backflow Tester Certification and a Cross-Connection Specialist Certification recognized by the Arizona Department of Environmental Quality.

  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.

Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:

  • Stays current with changes in environmental regulations and informs/educates operating personnel of changes.

  • Coordinates water quality and environmental aspects of technical and regulatory work with various city departments and functions.

  • Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.

  • Manages the drinking water and cross connection programs. These include treatment plants, wells, Entry Points to the Distribution System (EPDS), distribution sampling stations and, backflow assembly testing.

  • Prepares and submits monthly compliance reports to Federal, State and Local agencies.

  • Prepares and distributesthe annual Consumer Confidence Report.

  • Actively tracks compliance with failed and delinquent backflow devices and takes appropriate action, as necessary.

Work Environment/Physical Demands

  • Operate a variety of equipment and machinery requiring continuous or repetitive arm-hand movements.

  • Work in small areas; walk up and down stairs and over rough terrain.

  • Enter data or information into a terminal, PC or other keyboard device

  • Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, texture and visual cues or signals..

  • Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, lift arms above shoulder level and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

  • May involve the lifting, carrying, pushing and/or pulling, using provided tools, of moderate to heavy objects and materials (20-50 pounds).

  • Clean and care for tools and equipment; perform minor repairs on equipment.

  • Exposure to dirt, noise, dust, pollen, odors, wetness, humidity, rain, temperature extremes, hazardous materials, confined spaces, machinery, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, or explosives.

  • Visual and muscular dexterity to operate equipment, computer and two-way radio

  • Operate a variety of standard office equipment including a computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand, and eye movement

  • Operate a motor vehicle to travel to/from various locations.
