The Water Quality Division manages numerous water quality programs designed to protect the quality of our water and places the highest value on the quality and reliability of our products and services, including compliance with strict regulatory standards.

The Private Collection System Program reduces the chance of sewer system overflows caused by excessive peak wet weather flows due to infiltration and inflow (I/I). I/I cause capacity problems for the collection system and the wastewater treatment plant. I/I are waters that enters the wastewater collection system through defects in the pipes and by direct connections of roof gutter downspouts, foundation drains, and street catch basins. I/I come from both the public and private segments of the wastewater collection system and cannot be effectively controlled without addressing both components. The Private Collection System Program's main goal is to reduce I/I from private collection systems.

Currently, we are seeking a self-driven Water Quality Management Specialist 3 to perform complex and advanced professional and technical level work, performing water quality management program duties and serving as a principal in one or more designated functions and projects. The Specialist 3 will be a team leader responsible for performing both routine and specialized tasks relating to water quality monitoring projects. The work includes ensuring compliance with the Clean Water Act and the Safe Drinking Water Act by monitoring, inspecting, sampling and evaluating data; enforcement of regulations and codes related to the protection of public health and the environment as related to the permitting and inspecting of privately-owned collection and transmission systems. Specialists at this level are expected to independently perform the full range of professional tasks and lead lower level specialists and staff in completion of assignments and projects.

WHAT WILL YOU DO?

  • Administers Private Collection System program activities including permit development, inspections, identification of non-compliance and related enforcement of privately-owned collection/transmission systems. Tasks include being the team lead in permitting, scheduling inspections, administrative and enforcement activities, and conducting compliance inspections.

  • Supervises or provides department-wide direction for subordinate staff implementing regulatory water quality programs, customer services, and water quality maintenance.

  • Performs advanced management analyses and program direction tasks that impact department wide water quality, business, customer relations, and operating plans.

  • Manages water quality monitoring projects entailing investigations of hydrological, biological, geological, or chemical problems relating to water resources.

  • Participates in special groundwater monitoring, hydrologic, and other special studies and monitoring projects.

  • Coordinates and directs technical personnel in the collection and analyses of field data and assures quality control measures are followed;

  • Evaluates and analyzes data collected and prepares written and verbal reports on findings of projects.

  • Resolves or oversees the resolution of customer complaints regarding water quality.

  • May collect and maintain technical environmental data, interpreting the results of laboratory tests, evaluating impacts, and developing reports on specialized studies.

  • May conduct facility inspections related to the Industrial Pretreatment Program and Grease Management Program.

  • Oversees compliance with the Comprehensive Quality Assurance Plan to ensure all data is scientifically valid and legally defensible.

  • Selects appropriate monitoring and sampling equipment and supplies needed to accomplish projects and responsible for the safety and upkeep of the equipment used in the projects.

  • Acts as liaison with businesses, contractors, developers, engineers, and the public with interpretation of environmental regulations and compliance with federal, state and local environmental laws, codes and ordinances.

  • Evaluates conformance with established environmental codes, ordinances and regulations and recommends enforcement action based on inspection findings.

  • Reports violations of water quality standards or other permit conditions to the appropriate regulatory agency.

  • Completes periodic statistical reports and submits to department management and regulatory agencies.

  • Implementing departmental goals, objectives, policies and priorities.

  • Participates in interviews, selection and development of personnel.

  • Assists in preparation of the annual budget for assigned section.

  • Completes special projects and coordinates special department initiatives.

  • Perform data review to assure compliance with regulatory and QA/QC requirements for all project related work.

  • Recommend corrective actions to resolve customer water quality conditions identified from monitoring, sampling, and lab data.

  • Lead preventative maintenance evaluations and assessments.

  • Provide technical expertise for the development of ordinance revisions.

  • Maintain knowledge of existing local, state, or federal rules and regulations.

  • Initiate enforcement actions for non-compliance with monitoring and sampling requirements or permit conditions.

  • Draft reports for regulatory agency submittal.

  • Ability to read and understand rules, regulations ordinances, technical manuals, and guidance.

  • Ability to compose and type e-mails, enforcement letters, standard operating procedures, or budget proposals.

  • Ability to oversee and improve Quality Assurance/Quality Control, Safety, Training, Inventory, or Equipment Maintenance programs.

  • Ability to adjust work schedule as needed to support organizational needs of a 24/7 operation.

  • Ability to be available for emergency needs 24/7 (disaster situation).

  • Performs related work as assigned or required.

WHAT DO YOU NEED?

Experience: Field water quality monitoring experience that includes lead worker, supervision or supervisory training.

Degree: Major course work in environmental, physical, natural or biological science or related field.

  • 6 years' experience as described above.

  • Associate's degree and 4 years' experience as described above.

  • Bachelor's degree and two years of experience as described above; or

  • Master's degree or higher-level degree as described above, or

  • An equivalent combination of education, training, and/or experience.

  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable Qualifications

  • Wastewater treatment facility or collection/transmission system knowledge/experience.

  • Strong computer skills including GIS, work management systems, etc.
