Job Description

Under general direction of the Water Systems Director and Assistant Water Systems Director, the Water Plant Manager is responsible for the entire water plant treatment process and the water plant systems equipment used to control, transfer and treat water. Employee ensures that the water plant system operations are conducted in compliance with state and local laws, regulations, and ordinances.

Job Responsibilities

1.Oversees the safe use of chemicals such as ammonia, chlorine, or other chemicals to disinfect and produce safe quality water for the public.

2.Inspects equipment and monitors operating conditions of meters and gauges to determine load requirements and detect malfunction.

3.Oversees collection and the analyzing of water samples.

4.Records and ensures proper recording of operational data, personnel attendance, meter and gauge readings.

5.Oversees appropriate adjustments controls on equipment to purify and clarify water.

6.Work requires monitoring and supervising performance of a regular group of employees.

7.Coordinates the work with the water plant Working Supervisor and employees.

8.Conducts Monthly Staff Meetings.

9.Directs and coordinates water plant employees engaged in routine operations and maintenance activities.



  1. Discusses job requirements with and receives detailed instructions from Assistant Director.

  2. Requisitions the necessary equipment and materials to be used in the department.

  3. Inspects the work in progress to be sure it meets job specifications.

  4. Has knowledge of and is capable to perform tasks in the event of absence of fellow employees.

  5. May recommend budget allocations.

  6. May operate light or heavy equipment used in the work being performed.

  7. Monitors employee schedules, overtime and requests for leave, material reports, and TCEQ reports., and work schedules.

  8. Prepares work reports as requested.

  9. In the absence of the Assistant Director, will assume duties and responsibilities assigned to the department.

  10. Trains and instructs subordinates.

  11. Assists in preparing department budget.

  12. Must be able to read and understand schematics and Supervisory Control and Data Acquisition (SCADA).

  13. Performs other job-related duties as assigned.


Knowledge, Skills and Abilities

Minimum Requirements - 1. Job requires a two (2) year Associates Degree from an accredited community college or university in science, technology, engineering, mathematics, water resourcing or related field. The City may consider a minimum of eight (8) years of progressively responsible experience in municipality water systems supervision and/or management in lieu of a formal Associates Degree.

2.Job requires a minimum of five (5) years of progressively responsible experience in water systems management and/or combination with municipality and/or utility supervision and management.

3.Must possess or be able to obtain a TCEQ Class "A" Surface Water Certification within one (1) year of hire.

4.Must possess a valid Texas Drivers Class "C" License.

5.Must be knowledgeable of the practices and principles of office management and project oversight.

6.Must be able to operate a forklift, hoist, turbidity meters, PH meters, chlorine analyzers, pumps and motors, chemical feed equipment, etc.

7.Must be able to manage time efficiency with self-initiative and oversee assignments through completion using mature judgement.

8.Must be able to monitor gauges, dials and other indicators to make sure equipment is working properly.

9.Must be able to troubleshoot determining causes of operations errors and produce satisfactory results.

  2. Must be able to work effectively under pressure and produce satisfactory results.

  3. Must be capable of working and communicating with Director, Assistant Director, Administrators, internal department and staff.

  4. Must demonstrate proficiency in computer skills and software including Microsoft Word, Excel, Outlook & other software.

  5. Ability to prepare reports, (SOP's) Standard Operating Procedures, Policies, MOR's and Memos.

  6. Must be able to interpret schematics, budgetary reports, legal documents as well as State & Federal Regulations.

  7. Ability to do chemical dosing rate calculations as needed.

  8. Work may include working indoors and outdoors, a five-day, forty-hour workweek, and irregular hours, on call 24 hours.

  9. Required to work during evenings, weekends, holidays, and during hurricane or other emergencies.


Physical Requirements

1.Employee could be exposed to hazards, which might result in lost, accidents, or soiling of clothing and skin surfaces.

2.Work has frequent exposure to outside environmental conditions.

Additional Information

1.This is a safety sensitive position subject to random drug and alcohol testing.

2.Employee has supervisory responsibilities over others.
